Did you init the rpm database inside the --root?

sorry, I don't find any other mailing list to submit my questions.
I am trying to setup a build root so I need to install rpm package to
a different root directory.
rpm --root=/home/cjia/workareas/rpm_root/fc8_root/ -ivh

Why it is still trying to write to /etc/... ?
