well it is perfectly alright providing a commercial service based on GPLed software. GPL is not against makeing money. What GPL says is, that if you make changes to the software, and then giveaway (or sell) the software, you must also provide the changes in source form and the whole thing must remain under GPL ... so as long a platinum365 is not selling binary copies of a modified rrdtool without giving the source to their changes as well as granting a GPL license, the odds are that they are not doing anything wrong ...
