I grabbed the http://cvs.samba.org/cgi-bin/cvsweb/rsync/configure 1.142 -
and with the changes to configure.in - it works a treat.
Although I haven't had the chance for extensive testing - but it does
configure, make, install and successfully moves files between machines.

It appears that the trailing slash in the source is being ignored:
rsync -auv clam::root/usr/local/bin/ /tmp/bin
ends up with files under /tmp/bin/bin
where
rsync -auv clam:/usr/local/bin/ /tmp/bin
works as expected.
rsync -auv 'clam::root/usr/local/bin/*' /tmp/bin
also works as expected.

You have to regenerate configure after modifying configure.in.
The rsync folks are helpful and have an up-to-date copy of configure
as part of cvs. (Most projects only generate configure with a proper
release.) You should probably just checkout from cvs and build that.
