The latest gzip version is 1.3.12, and seems to come with rsyncable patch as
standard.
Can I assume it's safe to just go ahead and use this with rsyncrypto?

I agree with Robin on this.
The solution I use so far is running rsyncrypto by a php script.
I control the file list to encrypt with the php script and I encrypt the
files one at a time by calling rsyncrypto in a loop and giving it only one
file to encrypt.
