tonight as I've done every other night (only a
dev box so isn't on all the time) and since then it's no longer erroring so
guess I'll just have to keep an eye on it.

Just done a new install of RT 4.2.3 on Debian 7.5 and I'm having issues with
mail sometimes not being recorded when sent through rt-mailtool.

I was experimenting with RT (4.0.5) last night and found that it was
possible for a non-privileged user to create tickets via the web
interface for another user regardless of if they exist or not.
Once the ticket is created the user gets a no permissions to view this
ticket
