As it stands I had to edit the code of /opt/rt4/bin/rt and added the following
on line 54 which allowed us to move forward, but this will be an issue for
future upgrades:
BEGIN { $ENV{PERL_LWP_SSL_VERIFY_HOSTNAME} = 0;}

I have tried this in the Commit code (prep code blank):
$cf->LoadByName( Name => 'Needs Approval' );
$self->TicketObj->AddCustomFieldValue( Field => '$cf', Value => 'No' );
But it doesn't seem to work.

Yes to blank, which works well for my needs.
With this in place it triggers one approval request every time someone sets the
"Needs Approval" dropdown box to "Yes".
