REK -1 : O2C Functional Consultant
 Location – Reston, VA

Project Description:
 
The Department of Homeland Security (DHS) has a need for program management, 
change management, and software engineering services to support the 
continuation of the Financial Systems Modernization (FSM) program in support of 
the Domestic Nuclear Detection Office (DNDO), Transportation Security 
Administration (TSA) and the United States Coast Guard (USCG), also known as 
the TRIO.
 
Role Description:
Looking for a well experienced Oracle Functional resource who will support the 
subject areas in Accounts Receivable (AR) and Oracle Projects (PA) modules.
 
Essential Duties and Responsibilities:
Duties includes working with the business process lead to:
Analyze requirements with DHS Component Agencies,
Responsible for Fit / Gap analysis,
Prepare design alternatives and design specification documents to produce 
detailed documentation describing, the design and any subsequent functional 
specifications that document the interface requirements from and to third party 
systems,
Drive all meetings with the customer,
Design Oracle RICEW,
Independently conduct Oracle demonstrations
Configure Oracle modules
 
Functional resource must demonstrate proficient knowledge and experience in AR 
and PA modules and have sound knowledge of Federal Financial Accounting. 
Candidate should also be able to demonstrate multiple projects experience with 
configuring AR and PA Setups and functionality.
 
The candidate must be US Citizenship.
Required Skills/Level of Experience:
 
•         Must demonstrate multiple project experience in AR and PA areas in a 
leadership role
•      Sound knowledge of key AR and CA process areas a MUST
•         At lease 12-14 years of experience in complete life cycle of a 
complex Federal Oracle Application projects
•         Knowledge of the DHS TRIO (CWMD – Countering Weapons of Mass 
Destruction, TSA-Transportation Security Administration and USCG – Coast Guard) 
Project is a plus, but not required
•         Ability to independently develop Functional Design documents
•         Ability to produce client documents to a high standard
•         Must be able to work onsite
•         Able to multitask and work across many cross functional and matrix 
teams
•         Ability to obtain and maintain a Public Trust clearance
 
REK -2 : SOA Developer
 Location – Reston, VA
Duration – 1-2 yrs
 
Project Description:
 
The Department of Homeland Security (DHS) has a need for program management, 
change management, and software engineering services to support the

Position Description:
A technical development role with emphasis on integration technologies, 
currently working in Oracle/WebLogic technologies. Responsible for Continuous 
Delivery of automated processes through end-to-end internal and B2B technical 
integrations. In an Agile, fast-paced team, an understanding of how the 
different systems work together is a must, and may require development work in 
each of the systems for successful delivery to customers
 
Responsibilities of the Integration Developer:
Collaborate solutions with functional requirements from a business analyst and 
strong grasp of technical capabilities of Oracle SOA, OSB and Oracle EBS
Develop code and Interfaces in Oracle SOA, BPEL and Oracle EBS
Estimate efforts and work in a structured manner leveraging design patterns and 
code recipes
Support external customers in their system implementations and ongoing requests
Communicate with development manager and other IT leadership team members about 
production roll-outs and issues
Develop repeatable, automated tests
Ongoing continuous improvement for development processes
Required:
Bachelors or higher-level degree in Computer Science, Information Systems or 
similar discipline Software Implementation and Integration experience that 
includes Architecture, Analysis, Design and Development.
Expertise in Oracle SOA, Oracle OSB, BPEL, 11g/12C experience.
Expertise in designing and building BPEL workflows using JDeveloper 12c.
Expertise in using SOA technology adapters such as Web Services Adapter, REST 
Adapter, Database Adapter, EBS Adapter, JMS Adapter and File Adapter for 
integration and development of custom business processes, service components 
using Oracle BPEL.
Experience in development of complex Data Structures (XSD and XML)
Experience in development of medium to complex integration mapping using XSL, 
XLST technology.
Experience in designing robust error handling, auditing and logging frameworks.
Testing integration interfaces using SOAUP UI and other testing tools.
Experience in SQL and PL/SQL programming.
Experience in writing technical design documents and operational guides.
Preferred:
Experience with UNIX systems (Solaris and Linux), Shell scripting. 
Experience in writing deployment scripts using ANT/MAVEN - Able to create Ant 
build files for Oracle SOA component deployments.
Good knowledge in configuration, Parameter Tuning, Performance monitoring and 
troubleshooting of Oracle SOA and OSB 12c.
Experience in configuring WebLogic admin console and Enterprise management 
console.
Experience with Oracle high-availability environment.
Experience as WebLogic Administrator with knowledge in clustering, JMS, 
Connection Pools, J2EE Deployments, Thread Dump Analysis.

REK -3 : UPK Trainer/Developer with EBS experience
Location – Reston, VA
Duration – 1-2 yr
 
Task Description:
 
Senior training developer that can  develop and revisestraining courses and 
prepares appropriate training support material. Develops courses and 
instructional material to educate technical and non-technical personnel in the 
use of Oracle 12.2.7 Federal Financials. Prepares instructor materials (course 
outline, background material, and training aids). Prepares student materials 
(course manuals, computer based training, workbooks, handouts, completion 
certificates, and course critique forms). Provides second level support and 
coordinate training with help desk. Provides standards, services, and guidance 
on IT related training programs that are designed to enable government agency 
personnel to use information technologies and systems more productively. 
Possesses thorough knowledge of appropriate hardware and software. Must 
understand computer functions and related technical terminology, and how they 
are applied in everyday business situations. Must possess exceptional 
interpersonal skills and superior oral and written communication skills.
 
The Contractor shall coordinate and collaborate with the TRIO Training SMEs on 
the setup and use of User Productivity Kit (UPK). The Contractor shall complete 
a needs assessment for UPK, in conjunction with the TRIO training SMEs and 
include the assessment into the Discovery Report. The Contractor shall update 
UPK content at least 3 months prior to go live for TSA and USCG. The Contractor 
shall coordinate with the DHS hosting provider to host Oracle’s UPK, which must 
be installed on a dedicated UPK server and configured for use by UPK developers 
(of training content). The UPK developer licenses will be provided by the 
Government as GFE. There will be travel required for training.
 
The candidate must have US Citizenship.

Required Skills/Level of Experience:

Experienced Trainer Developer responsible for the delivery of training 
strategies and solutions, management of stakeholder requirements, needs 
assessment, instructional design.

Experience with Oracle’s User Productivity Kit (UPK)
