Is it better to mention about the `%{gem_plugin}` macro for the file
to %files section to the Upgrade/compatibility impact section if it is
encouraged to add it to rubygem- packages?

I think we can add not only the upstream github's NEWS.md but also the
ruby-lang's release note too, as obviously the Fedora wiki page's
content is copied from the upstream page.
