Yes but it relies on too many unpackages dependencies, so I cannot run

Is there test suite? Is it passing with older rubygem-timers? Then just
relax the dependency and move on. If somebody finds/reports some issue
later, then fix it (possibly by updating rubygem-timers).
Also, I'd suggest you to provide updated SRPM and Koji scratch build to
rhbz#1253999 and also
