We can do this.

We can do this as well. I would need the usernames of all developers
emailed to me privately. I will default new accounts to normal users and
I will manually add developers as developers.

In terms of user/group management Trac doesn't have that builtin to the
web. It is done via a command line client on the server itself... so
there is a little overhead if you dont mind the 1 to 2 day turnaround. I
will get to things quicker if I can obviously.

Trac is working on anti-spam measures for 0.10 release, but right now
it's in beta. I will update when it gets a full release though.
