I would need the usernames of all developers emailed to me privately. I will default new accounts to normal users and I will manually add developers as developers. In terms of user/group management Trac doesn't have that builtin to the web. It is done via a command line client on the server itself... so there is a little overhead if you dont mind the 1 to 2 day turnaround.
