Knowledge Bases (section) - Create New - New BPMN2 process. Assuming you've completed the prerequisites to have jBPM Designer setup to work with Guvnor this should be it. Continuing with Michaels' explanation: once the process editor is open you have to search for a button in the toolbar of the editor that will allow you to import a process providing a a file or simply the content.
