Perhaps that network you pointed out is not for VMs. It is for
Floating-IPs and a router
controlled by Quantum L3-agent, so it does not use DHCP.
Which network did you specify to boot the VM which was not able to obtain an IP
address by DHCP?

ubuntu@ryu1:~/devstack$ . ./openrc demo demo
ubuntu@ryu1:~/devstack$ quantum net-list
+--------------------------------------+---------+--------------------------------------+
| id | name | subnets
                 |
+--------------------------------------+---------+--------------------------------------+
| 0dd0437b-5145-4a2b-b428-1c4a4c1a49de | ext_net |
ad6fd7fe-144d-491a-afe7-0b37182a3c43 |
| 69ad467c-7bb2-430d-82bc-553d687b05c6 | net1 |
0ae42594-8610-4bea-b9d1-d29252774bd8 |
+--------------------------------------+---------+--------------------------------------+

The network named "net1" is for VM and "ext_net" is not for VM.

Thanks,
Kaneko
