I just released sabre/vobject 4, after about 15 months of on and off
development. It's a big step up and nice to finally have it ready.
vobject 4 is largely compatible with 3, but there are subtle changes.

sabre/dav speaks carddav for contacts and caldav for calendars. If you are
automating an import process, then you need to convert the .csv files to
something sabre/dav can work with.
