a) the latest eclib.spkg is broken when we use 'export MAKE=make -
j4' - see #4228
The issue here is a change to use ${MAKE} in the makefile instead of a
hard coded make. The way we uses to invoke parallel make has really
bothered me and I would suggest that we introduce
