Yup. It is all system packages. In fact R and its dependencies
are not part of the sage-on-gentoo “repo”.
Also in Gentoo we don’t usually split things in $package and
$package-devel you get the nice libraries for linking and headers.
The headers and stuff in $package-devel is the sticky point

It has been proposed that we could use the system's version of some
utilities in order to lighten Sage's weight.
Case in point : R ceased recently to provide its own version of xz, curl
and pcre, which we must now either provide or add to Sage's prerequisites
list.
