Personally I think it is mis-guided rather than spam. It is also on the R

generally considered very rude to post questions/surveys to an open
source project's mailing list without providing some clear
introduction and explanation about specifically what the survey has to
do with that

I banned him. He did mention R and octave in his link
but not Sage. Legit surveys usually give a lengthy
explanation about how the info will be used etc. This one did not.
