It's a bog-standard SageMathCloud installation.  Sounds like creating a 
development version of Sage in this project is the next trouble-shooting 
step?

I would be curious to know whether the command 

sage -i polytopes_db_4d

works for anyone who has a personal installation of Sage handy.

1. You don't have permission to write (create/change files) in the directory
