uapayati madhave is a from of use in sanskrit called 
sati saptami.  It should then become madhave 
upayati sati meaning when madhava was approaching the nagaraM etc.

seems to me to mean something like this:

I found Mallinatha's commentary a bit hard to understand at first, and 
originally took the verb to be impersonal, because of where Mallinatha 
positions the phrase upayaati maadhave in the commentary. I thought that he 
must mean that nagaraM is the object of upayaati. But I think that nagaraM is 
actually the subject of the verb. I hope I am not wrong.

After reading the sloka again, I find that nagaram 
may well go with vyarochata as - tat nagaram vyarochata. Since Mr. Phillip Ernest has 
Mallinatha's
commentary with him I would suggest that he may
reproduce his entire commentary of this shloka for further discussion.

So I took it to mean, but I was confused because if nagaraM is taken with the 
saptami phrase, the finite verb of the verse is apparently without a subject, 
unless the subject is impersonal and therefore unexpressed, or unless nagaraM 
actually goes with both the saptami phrase and the finite verb, in which case I 
guess it would be an example of the operation of the simhavalokitanyaya or 
dipaka recently discussed on Indology Liverpool, perhaps, although I don't 
remember the distinction between those two, nor whether either would fit this 
verse's circumstances.

I see that I was not clear in my original post. I was wondering whether 
nagaraM goes with the present participle upayaati or the finite verb vyarocata.
