Lord Vishnu when he took avatara of RAMA, he came on to this earth with 14 kala-s. LORD takes back the rest of two kala-s from PARASU RAMA who confronts him during SITA swayamvara, there by becoming purna avatara. PARASU RAMA attains two of kalas from LORD VISHNU by tapas and not by birth.
