While I agree with the suggestion to send congratulatory messages to the 
Uttarakhand Government for making Sanskrit an official language, I also hope 
that Indians of all backgrounds (not just highly educated) will send their 
congratulations. We need to emphasize that Sanskrit is not (and has not been) a 
language of the elites alone. There is sufficient evidence in India's history 
that men and women from all stations in life were familiar with Sanskrit.

In aSTAdhyAyI, first chapter, second pAda, there is a sutra called 
"sArvadhAtukamapit". Any one knows why there is no anuvRtti of vibhASA from the 
previous sutra? I checked 3 books; none mentioned any reason for this (SC 
Vasu's book; JayShankarLal Tripathi's Kasika book; Isvarachandra's Kasika book)

The same phenomenon (of not carrying vibhASA can be seen over rules
upAcca (1.3.84)
vibhASA'karmakAt (1.3.85)
budha-yudha-naza-janeG-pru-dru-srubhyo NeH (1.3.86)

1.3.86 does not carry the vibhASA from 1.3.85.

1.3.85 and 1.2.3 stand in the same relationship wrt their prior rules viz.,
1.3.84 and 1.2.2 respectively. What they do is extend or restrict an already
given process to a new environment using words like vA, vibhASA or
anyatarasyAm.  The rules which follow this type of rules do not inherit the
optionality keywords.

1.3.84 prescribes parasmaipada endings after upa +ram; 1.3.85  says this is
optional in the case when the verb is intransitively used (akarmakAt) . Thus
1.3.86 which starts a new topic does not inherit the optionality of
vibhASA.


vija iT (1.2.2)
vibhASArNoH (1.2.3)
sArvadhAtukamapit (1.2.4)

Similarly, 1.2.2 talks of the ??????? nature of ????? pratyaya after 'ovijI'
dhAtu. 1.2.3  extends this to 'UrNuJ' dhAtu also, albeit optionally. So
1.2.4 does not inherit the optionality.
