What they do is extend or restrict an already given process to a new environment using words like vA, vibhASA or anyatarasyAm. The rules which follow this type of rules do not inherit the optionality keywords. 1.3.84 prescribes parasmaipada endings after upa +ram; 1.3.85 says this is optional in the case when the verb is intransitively used (akarmakAt) . Thus 1.3.86 which starts a new topic does not inherit the optionality of vibhASA. vija iT (1.2.2) vibhASArNoH (1.2.3) sArvadhAtukamapit (1.2.4) Similarly, 1.2.2 talks of the ??????? nature of ????? pratyaya after 'ovijI' dhAtu. 1.2.3 extends this to 'UrNuJ' dhAtu also, albeit optionally. So 1.2.4 does not inherit the optionality.
