*The Department of Health and Human Services may have a continuing
requirement for PeopleSoft HCM Expertise For Enterprise Human Resources And
Payroll Application Support Services.*

BACKGROUND:
The Enterprise Applications Division (EAD)-a component of the Program
Support Center (PSC) at the Department of Health and Human Services
(HHS)-requires enterprise human resources (HR)application support services
in three service capability areas: operations and maintenance (O&M), new
development, and strategic analytical support. Specifically, EAD requires
PeopleSoft HCM (US Federal Government version 8.9 or higher) expertise to
obtain application support for its Enterprise Human Resources and Payroll
(EHRP) system.

PREVIOUS REQUIREMENTS:
EAD seeks to remain federally compliant; deliver timely, secure, and
accurate services; and maintain high customer satisfaction. EADs goals for
its enterprise HR application support services

program are as follows:

Goal area 1: Maintain customer satisfaction
G1-Ensure that customer and stakeholder requests are properly fulfilled and
tracked
G2-Maintain high customer satisfaction
G3-Support timely rollout of changes to EAD-supported applications, while
providing uninterrupted application services to existing customers
Goal area 2: Improve system performance
G4-Maintain system availability and capacity
Goal area 3: Maintain and improve internal O&M
G5-Support functional and technical releases, upgrades, patches, and
technical security across all EAD-supported applications
G6-Reduce change-related incidents with effective release processes and
testing
G7-Ensure program-wide success in key events such as audit and year-end
processing
Goal area 4: Ensure program knowledge transfer
G8-Ensure knowledge transfer to federal personnel
G9-Minimize the impact of staffing attrition on program delivery of
services by maintaining documentation and reducing turnover in contractor
personnel.
