Monitoring Tool Assessment Analyst / Developer / Architect

As part of this project, a schedule that will encompass the below major
milestones:

Document all monitoring tools, current versions of these tools, and an
enhancement summary (release notes) for the latest vendor supported version.
Review existing monitoring tools and map them to functional areas within
the recommended reference architecture. The result will be an
identification of the areas that the current tools will cover and areas
that might require new tools.
Compare the functions and functional areas of the NYPD and FDNY monitoring
tools to those used by DoITT, and determine which tools are best suited to
monitor the ECTP network.
Look at areas of integration between the tools that will enable operational
efficiencies and automation. Identify specific areas for automation so that
the business can realize incremental value and wins as part of this process.
An assessment document that will provide an overview of:
Current and recommended tool future states.
Existing tools and how they map to the functional areas identified.
For each existing tool, review the existing version being used by FDNY and
NYPD and the functionality that is being leveraged.
Identify whether there are other functions available within the product,
not being utilized, that will provide value to the business.
Identify the optimal set of tools, between those used by NYPD, FDNY and
DoITT, for monitoring the ECTP network.
Identify areas for integration and automation making sure that there are
incremental wins throughout the process.
Project Inception and Tools Analysis Document
Resources will start reviewing existing data about the current monitoring
tools at NYPD and FDNY to identify how the current ECTP network
infrastructure is being monitored. This will entail review of documents and
configurations of tools identified by the ECTP personnel to complete the
analysis in order to produce the initial tools assessment document.

The deliverables for this milestone are:
Review tools, documents, network diagrams and other material provided by
DoITT FDNY and NYPD.
Interview any project stakeholders as requested by DoITT in order to
document the currently used monitoring tools and what the recommended
future state of the solution would be.
Compare the functions and functional areas of the NYPD and FDNY monitoring
tools to those used by DoITT, as well as existing NOC facilities, and
determine which tools are best suited to monitor the ECTP network(s).
Deliver an assessment document for the project, to include the following:
Functional overview of all monitoring tools in use for ECTP
Mapping of tools to functional areas within the recommended reference
architecture
Identification of valuable, unutilized functions available within each tool
Identification of functional gaps within the recommended reference
architecture
Analysis of migrating the monitoring functions to DoITT tools
Comparison of the differences between NOC sites including: Screens in
use/visible, Physical Access Method, Space (# of stations), Layout/floor
plan, available conference room, Electronic Login/Logout method/procedures,
and Crtical-1 or Emergency procedures

Project Deliverables

These resources will produce the following items as products of this
project:
An assessment document containing recommendations for comprehensive
monitoring of the ECTP network using the optimal set of tools from NYPD,
FDNY and DoITT as well as considerations for the physical sites.
A Statement of Work outlining the process and improvement roadmap for
implementing the recommendations provided in the delivery document. Upon
completion of the recommendations document for end to end ECTP monitoring,
and will produce a Statement of Work (SOW) for a new project. This
statement of work will be focused on the implementation of these
recommendations. The SOW will include details regarding project elements,
such as the work breakdown structure, key milestones, project output,
deliverables, staffing estimation and associated costs.  Recommendations
will be categorized in the short term (0 - 3 months), mid-term (3 - 9
months), and long term (9+ months).  The roadmap is provided at a
middle-level of detail to support project planning which would identify
detailed low level tasks to achieve each phase.

SPECIAL REQUIREMENTS:
These resources should be experienced in doing Monitoring and IT Service
Management tool assessments.

Mandatory Skill/Expertise:
Minimum of 8 years of experience in Event Management and Emergency Services.
In depth knowledge of Enterprise Monitoring tools for Service Automation,
Service Assurance, and Service Support.
Datacenter Operations experience – Service Desk, Help Desk, Operations
Management.
Technical writing experience – including conducting assessments and
composing papers.
Solid leadership, project management, and project planning experience.
Experience in a large-scale enterprise environment for Emergency services.
Experience with IT Service Management and Enterprise Monitoring tools.
Functional knowledge of Operating Systems, Databases, and IT Infrastructure
elements.
Proficient in MS Visio, MS Word, MS PowerPoint, MS Project.
ITIL v3 or v2 Foundations certification.
Extensive knowledge of the BMC CMDB data model and be ability to define
meta-data models.
