Effective communicator, working with both technical teams and executive
sponsors
Strong technical background, preferably with PEGA technology
Accomplished project management leader
Program Manager for product build automation program. Implement product
composer systems (PCS) for product team that builds medical and ancillary
products for small and medium groups. Have two projects running one for
enhancements and another to enhance the PCS to support configuration to
build products for large group market.
Need a TDM to help with these two projects.
Will need candidate to have a healthcare background. Ideally understanding
product portfolio management. Understanding product build process (how it
comes to market, what work goes into making product available, and data
elements of a product).
Would like candidate to understand sales life cycle (request from quote
through to selling the group
Would like this person to have a Pega Background with PCS Framework or
Sales Automation. Experience with NASCO would be nice. Pega frameworks are
a plus, but high preference for someone with a Pega background.
Should understand Project Management Life Cycle
Team size – combination of 2 Bas, 2 Technical Systems Analysts, and

Purpose of Position:
To design, develop, enhance and maintain various software systems that
support operations within different departments.

Key Job Duties:
• Participate in the design and development of new and changing system
specifications;
• Interact with end users to verify detailed specifications when needed;
• Develop thorough documentation of assignments;
• Participate in detailed programming development and testing of interfaces
according to specifications;
• Plan and participate in the application deployment. Work closely with
Help Desk and technology staff to coordinate installations of new
applications if needed;
• Participate in the application post implementation phase to ensure the
application meets the business requirements;
• Provide assistance for on-going application maintenance;
• Provide suggestions to the supervisor to improve system/application
performance;
• Develop both technical and end user documentation;
• Provide training for end users;
• Evaluate operational changes that result from system implementations,
provide feedback to supervisor for review.

Minimum Qualifications:
- Three years of experience in a health care related environment
- College degree in a related field
- Excellent MS SQL Server skills
- Two years Experience with Microsoft.Net
- Ability to adapt to different projects and assignments
- Team player with strong analytical skills

Responsibilities:
1. A Baccalaureate Degree from an accredited college or university with a
major in Computer Science, Systems Engineering, applied Mathematics,
Business Administration, Economics/Statistics, Telecommunications, Data
Communications, or a related field of study; and
2. Five (5) years of progressive, responsible experience in the field of
data processing, computer systems and applications.
Operations Specialty requires supervisory experience (5 years).
Network Services requires a telecommunications background and experience.
3. Broad knowledge and expertise in the characteristics of computers,
peripheral devices, communications systems and hardware capabilities,
programming languages, E.D.P. applications, systems analysis methodology,
data management and retrieval techniques; or
4. A satisfactory equivalent combination of training, education and
experience

Required Education and Experience:
Bachelor's degree in Computer Science, Software Engineering, Quality

9 years of experience as a Quality Assurance Analyst, QA Engineer or
similar.
3 years of experience developing tests using automated testing tools such
as Selenium, Postman, FireEyes, BrowserStack, and JMeter.
Certified ScrumMaster or 1 year of experience in an Agile software
development environment.
Solid written and verbal communication skills.

Required Technical Skills:
One or more automated test tools (Selenium, Postman, FireEyes,
BrowserStack, and JMeter).
One or more defect tracking tools (JIRA, Rally, VersionOne, Quality Center)

Position : Technical BA
Location : New Haven,CT
Duration : 6 Months
*Need GC or USC!*

SPECIFIC DUTIES:
Acts as liaison between internal business units, technology and support
teams. Elicits requirements using various methods to develop business
requirement document, functional specifications and data requirements using
standard templates. Conducts peer reviews as requested.
Acts as liaison between application developers, ETL developers and database
analysts to define and set-up the data structure to support new products,
policy and plan rate changes and software enhancements.
Investigates and responds to system processing problems. Identifies and
analyzes production problems and assists programming staff and business
analysts with resolution.
Reviews and evaluates internal systems procedures and data to resolve
complex business and processing problems.
Recommends procedural and business process workflow changes, improvements,
and program modifications to improve system accuracy and efficiency and
loads necessary data to support these changes.
Reviews and assists with the implementation of system procedures
necessitated by the introduction of new products, policy changes, and
system software enhancements and maintenance.
Acts as a mentor to level I business systems analysts

REQUIRED EXPERIENCE AND SKILLS:
Minimum of 5 years’ experience working as a BSA, SA or similar role in an
Information Technology department supporting software applications and
data. Life and Annuity Administration System knowledge a plus.
Strong analytical and problem solving skills. Sound judgment in decision
making.
SDLC methodology working knowledge including when BSA allocations are the
highest and why.
Strong verbal and written communication skills; strong listening skills.
Ability to communicate across groups with varying technical knowledge and
ability.
Strong interpersonal and teamwork skills; able to develop collaborative
relationships.

BUSINESS SYSTEMS ANALYSIS REQUIREMENTS SKILLS:
Strong SQL skills and ability to analyze data
Strong Excel and /or Access skills
Programming / DB2 background a plus
Experience communicating and eliciting Business / Functional requirements
Strong estimation skills
Document formal Business / Functional Requirements
Conduct Requirements Review / Walkthrough sessions
Create a Requirement Traceability Matrix (RTM) from Business Requirements
to Functional Requirements to Testing scenarios
