*Resource Responsibilities:*



The Client is seeking a vendor to design and develop a new public website
for the department.

Client expects its new website to be designed and developed using a
commonly available platform and content management system.

The new site will involve both transfer of existing pages and content,
reorganization of existing pages and content, and creation of some new
pages and content.



*Requirements and characteristics for this website project include: *



   - An attractive, modern, professional look that helps visitors find what
   they are seeking and allows for highlighting current/key topics and
   priorities.
   - Design flexibility to allow website to display and function well on
   desktops, laptops, tablets and smartphones, whether people are using
   touchscreen technology or more traditional access methods.
   - A site that will work and look “right” on wide variety of browsers.
   The site must be viewable by the public regardless of what browser
   individuals use.
   - A user-friendly content management system to encourage frequent
   updates of website content by internal WDH staff in various
   programs/units/divisions.
   - A content management system that allows various staff members to have
   appropriate access so they may update the areas of the website for which
   they are responsible but limits their access to other areas.
   - A content management system that offers the right amount of
   flexibility for users as well as overall design control for a consistent
   visual look.
   - A content management system that allows pages to easily be renamed or
   moved if needed with adaptable management of programs/units/divisions.
   - A content management systems that accommodates use and hosting of
   common document and similar file formats.
   - A site that allows enhanced use of web-based functions for customer
   service to the public such as submitting forms, asking questions or
   ordering materials.
   - A site that can support development of special functions and projects
   to highlight client data resources.
   - A site that can incorporate data resources and can display data
   developed in other platforms.
   - A site that can be enhanced in the future without needing to “start
   over.”
   - As an entity that serves special populations and receives significant
   federal funding, it is important for the WDH site to be ADA-compliant.
   - A content management system is needed that allows users to work on
   pages, saving their work as they go along, without that work being
   immediately visible to the public.

*Specific Conditions of the Engagement:*



Resource will be familiar with standard web technologies and have expert
level qualifications in at least three of the following: html5, CSS,
Javascript, JQuery, .NET, C#, JAVA, Ruby on Rails, PYTHON, and / or  PHP
and Linux web hosting. Familiarity with the Microsoft Azure hosting
platform is highly desired. The resource must provide evidence of
acceptable design work in UI components as well examples that integrate
applicable design specifications for ADA compliance. Familiarity with the
Agile development process required.
