PositionDescripation:The Application Software Engineer (ASE) will perform
analytical programming assignments pertaining to the development,
enhancement and maintenance of automated computer systems and procedures in
a Client/Server environment. The position also involves the utilization of
project management and systems design in a technical development
environment. The ASE will need to be familiar with PowerBuilder programming
language. The ASE will need to understand the strategic direction of the
Michigan Department of Corrections (MDOC) and the supporting IT systems and
architectures. The ASE is responsible for adhering to state of Michigan
standard development methodologies - the State Unified Information
Technology Environment (SUITE), Systems Engineering Methodology (SEM), and
Project Management Methodology (PMM). DTMB requires an efficient
Application Software Engineer to design and implement. The Full-time,
onsite ASE will be responsible performing analytical and programming
assignments pertaining to the development, enhancement and maintenance of
automated computer systems and procedures in a Client/Server environment.
The position also involves the utilization of project management and d
systems design in a technical development environment.Skills Required
 The Application Software Engineer must have the following skills and
expertise: Application Software Engineer with 8 or more years of
demonstrable working experience in application software design,
development, and implementing of medium-to-large scale web-based systems
and applications. The ability to work with a technical team and business
experts in: analysis and design of complex Client/Server applications,
Development, testing, debugging and Implementation of the Client/Server
applications. Ability to execute and validate test plans for applications,
Use programming knowledge to design and develop complex stored procedures
 Experience Required  The Application Software Engineer must have the
following experience: Application Software Engineer with 8 or more years of
demonstrable working experience in application software design,
development, and implementing of medium-to-large scale web-based systems
and applications. Eight years’ experience programming in client/server
applications Five years’ experience analyzing business requirements,
generating project specifications and in turn developing code, and applying
knowledge of computer programming techniques and computer languages Five
years unit testing and performing peer reviews of developed code to insure
conformity to standards and design best practices. Five years’ experience
programming in SQL and/or Transact-SQL. Two years’ experience programming
in the Power builder 9.0 or higher. Experience participating as a
programmer/analyst in projects using CMM/CMMI Level 3 methods and
practices. Expert level skills in MS Project, MS Excel, MS Word, MS
PowerPoint Excellent verbal and written communication skillsExperience
Preferred  The Application Software Engineer is preferred to have the
following experience and expertise: Minimum two years’ experience,
developing stored procedures using SQL, in an enterprise environment.
Minimum two years’ experience development in Power Builder 9.0 or higher.
 Education Required  This position requires a Bachelor's Degree in Computer
Science, Information Systems, or other related field.Education
Preferred  This position prefers a Master's Degree in Computer Science,
Information Systems, or other related field. Additionally it is preferred
that the Application Software Engineer be a certified project management

Client PositionDescripation:This position will provide the primary
maintenance and support for critical MDOT PowerBuilder applications that
are client/server and/or web-based systems. The position will provide the
necessary programming skills using Client/Server IDE (interactive
development environment) tools to maintain and support production systems.
This position will also be responsible for migration and upgrade of
selected systems from a client/server environment to a web-based
environment. This position may also include new development, maintenance
and enhancements, which would encompass testing, implementation, and
support. MDOT’s IT application portfolio is comprised of more than 40
applications that support its day-to-day business operations. The DTMB
Operations Systems Section, along with it MDOT business partners, is
responsible to provide software maintenance and operations support for the
portfolio. A shortage of technical PowerBuilder resources has hampered the
Operations Systems Section’s ability to support MDOT’s Call for IT Projects
and annual maintenance requirements.Skills Required Systems Analyst
capabilities with 8 or more years of experience, relies on experience and
judgment to plan and accomplish goals, performs a variety of complicated
tasks, may lead and direct the work of others, may report directly to a
project lead or manager, a wide degree of creativity and latitude is
expected. Experience Required  8 years total development experience
in one of the following languages: PowerScript PowerBuilder Developer
v.11.5+ 8 years total experience using the following development tools:
Crystal Reports PowerBuilder 8 years experience in RDBMS developing
database triggers, procedures, packages and functions in a combination of
any of the following: oOracle 9i/10g or newer oOracle Spatial 5 years
experience analyzing business requirements, generating project
specifications, converting specifications into code, and applying knowledge
of computer programming techniques and computer languages. 5 years
experience developing technical designs in consultation with other
technical experts. 5 years experience on one or more of the following
design tools: o ERWin o Serena Prototype Composer o Microsoft Visio 5 years
experience with EAServer 4.0 and above web application servers 5 years
experience developing unit test plans, test data and scripts for
application validation and verification. 5 years experience performing
extensive analysis and design working on projects of all sizes that require
exposure to all aspects of the project life cycle and creating and
maintaining documentation in conformance with established standards. 5
years experience working with application/solution architects to set
direction of design and development for application development projects. 5
years experience evaluating user requests for new programs or modified
program components to determine feasibility, cost and time required,

quality standards, especially as a mentor to less experienced developers. 5
