State gov experience preferred Tasks & Duties • Support the existing solution for Enrollments which utilizes Morpho Trust’s identity solution and the highly customized application components that are integrated with the solution to allow for applicant investigations by the program staff and interfacing with the card’s printer for printing and mailing to eligible applicants. • Design, develop, and deliver enhancements to the Enrollment Solution that is fully compatible with Morpho Trust’s identity solution and all custom application components. • Design, develop, and deliver enhancements to the Case Management System that is fully compatible with Morpho Trust’s identity solution. • Design, develop, and deliver a new Online Portal for card holders and prospective card holders. • Design, develop, and deliver a new Appointment Management System for prospective card holders to create and manage appointments and allows for program staff to perform administrative responsibilities with the appointments. Required Skills • Minimum 4 Years Experience in architecting and designing complex and high performance / scalable web applications. • Minimum 4 Years exceptional analytical and problem solving skills. • Minimum 4 Years overall professional application development experience. Preference will be given to candidates with significant experience in (a) working in a team environment on large applications; (b) team leadership; (c) can demonstrate their knowledge of object-oriented programming methodology. • Minimum 4 Years hands on experience working with .NET Technologies (C#, ASP.NET, WebForms, MVC, WCF, Entity Framework 5.0 or greater). • Minimum 4Years Experience with AJAX, HTML 5, CSS and JavaScript along with frameworks such as JQuery and/or AngularJS. • Minimum 4 Years Experience working with Microsoft SQL Server, creating data definitions, SSIS packages and stored procedures. Required Qualifications Bachelor’s Degree in Computer Science, Information Systems, or other related field, or equivalent work experience. 8 years of experience independently designing and implementing medium to large-scale software systems and components using .net architectures. 5+ years’ experience developing data-driven applications utilizing significant relational database engines as part of the overall application architecture. 5+ years’ experience building web-based software systems, utilizing N-tier architectures, dynamic content, highly-scalable approaches, and complex security models/implementations Knowledge of Microsoft operating systems and at least two application, database, messaging or web server systems. Successful design and implementation of multiple software components and subsystems. Ability to communicate the design and implementation of software systems including relevant strengths/weaknesses and reasons for implementation decisions. Ability to communicate (orally and written) effectively with technical, non-technical staff, and customers/stakeholders as needed or directed. Ability to communicate effectively with the DSS and other State information technology staff.
