Tasks & Duties
•  Support the existing solution for Enrollments which utilizes Morpho
Trust’s identity solution and the highly customized application components
that are integrated with the solution to allow for applicant investigations
by the program staff and interfacing with the card’s printer for printing
and mailing to eligible applicants.
•  Design, develop, and deliver enhancements to the Enrollment Solution
that is fully compatible with Morpho Trust’s identity solution and all
custom application components.
•  Design, develop, and deliver enhancements to the Case Management System
that is fully compatible with Morpho Trust’s identity solution.
•  Design, develop, and deliver a new Online Portal for card holders and
prospective card holders.
•  Design, develop, and deliver a new Appointment Management System for
prospective card holders to create and manage appointments and allows for
program staff to perform administrative responsibilities with the
appointments.

Required Skills
•  Minimum 4 Years Experience in architecting and designing complex and
high performance / scalable web applications.
•  Minimum 4 Years exceptional analytical and problem solving skills.
•  Minimum 4 Years overall professional application development experience.
Preference will be given to candidates with significant experience in (a)
working in a team environment on large applications; (b) team leadership;
(c) can demonstrate their knowledge of object-oriented programming
methodology.
•  Minimum 4 Years hands on experience working with .NET Technologies (C#,
ASP.NET, WebForms, MVC, WCF, Entity Framework 5.0 or greater).
•  Minimum 4Years Experience with AJAX, HTML 5, CSS and JavaScript along
with frameworks such as JQuery and/or AngularJS.
•  Minimum 4 Years Experience working with Microsoft SQL Server, creating
data definitions, SSIS packages and stored procedures.

Desired Skills
•  2 Years Experience working with SSL security certificates and data
encryption techniques.
•  2 Years MCSD or MCP or MCSE or MCITP: Web Applications and/or Database
certified professional
•  2 Years Experience with Microsoft Visual Studio, Microsoft SQL
Management Studio, Microsoft Reporting Services, Team Foundation Server,
and Microsoft Visio.

Job Title: .Net Architect Position

Job Duties
Take initiative in performance, working independently and with groups to
effectively accomplish project objectives and engage in the following:
Interact with other software engineers and technical leaders to understand
subsystem and component specifications and recommend changes to facilitate
efficient and effective development.
Interact with representatives of other industry and government groups to
understand and/or recommend data interchange formats, APIs, messaging
strategies, application server software, as well as hardware and virtual
machine requirements.
Design and document subsystems and system components consisting of (in OO
terms) several objects working together to execute an encapsulated function
of the larger system.
Implement and debug subsystems and components.
Write and execute tests for subsystems and components.
Participate in integrated test sessions of components and subsystems on
test and production servers
Determine and communicate the implications of system-level decisions on
subsystems and components and help determine how best to mitigate or take
advantage of these implications.
Determine and communicate the requirements and capabilities of components
within the context of the larger system, project, and team.
Support management of the team’s technical infrastructure (e.g.,
repository, build system, testing system) under guidance from the engineers
or other project leads.
Participate in efforts to share technology and expertise within the
organization; mentor junior and aspiring software development engineers.
Perform tasks efficiently and work together with team to ensure project
success.

Required Qualifications
Bachelor’s Degree in Computer Science, Information Systems, or other
related field, or equivalent work experience.
8 years of experience independently designing and implementing medium to
large-scale software systems and components using .net architectures.
5+ years’ experience developing data-driven applications utilizing
significant relational database engines as part of the overall application
architecture.
5+ years’ experience building web-based software systems, utilizing N-tier
architectures, dynamic content, highly-scalable approaches, and complex
security models/implementations
Knowledge of Microsoft operating systems and at least two application,
database, messaging or web server systems.
Successful design and implementation of multiple software components and
subsystems.
Ability to communicate the design and implementation of software systems
including relevant strengths/weaknesses and reasons for implementation
decisions.
Ability to communicate (orally and written) effectively with technical,
non-technical staff, and customers/stakeholders as needed or directed.
Ability to communicate effectively with the DSS and other State information
technology staff.
