Key Responsibilities:

The NC Department of Health and Human Services seeks a contractor resource
to assist with analysis, definition, documentation, and execution of data
migrations for NC Families Accessing Services through Technology (NC FAST).
This position will have significant responsibilities as part of NC FAST
development and work closely with Senior Technical Consultants on data
conversion design and development issues, and may act in the role of senior
technical developer.
Duties include but are not limited to: leading requirement gathering
sessions, conducting planning sessions with client for data migration,
developing requirements, recommend data cleansing strategies, designing new
programs and using existing tools necessary to extract data from source
systems, transform data into target structures and load data into a
relational database, and develop conversion output analysis strategies.
These activities will involve analyzing and modifying existing programs,
debugging programs, and assisting with evaluating data conversion results,
identifying performance issues, and developing alternate solutions to
resolve issues by conducting system assessment and performance monitoring
in order to identify and correct avoidable conversion problems. This
position is also responsible for writing specifications, writing test plans
and conducting testing as required to accomplish the conversion of legacy
system data to NC FAST as well as reporting statuses to the NC FAST Project
Manager, and adhering to DHHS policies and procedures.

Experience programming and designing large scale web based distributed

limited to: ?Reviewing and analyzing the existing FirstNY and new Data
Analytics warehouse environments’ design architecture and communicating
this information to Data Analytics Bureau staff;

?Assisting with the implementation of Data Analytics architecture design to
accept structured and unstructured datasets as they are acquired through

?Assisting with the implementation of Oracle Business Intelligence
Enterprise Edition (“OBIEE”) RPD environment as defined through user story
and use case development from business analysis teams; and

Background

FirstNY (“FNY”), a unit within OSC’s Division of the Chief Information
Officer (CIO), is responsible for collecting data from numerous source
systems, transforming the data into a usable format, maintaining the data’s
accuracy and integrity, and securely disseminating this information to data
consumers. These consumers are comprised of OSC employees and the general
public. The public accesses this data through Freedom of Information Law
(FOIL) requests that are fulfilled via FNY and through Open Book New York
(OBNY), the Comptroller’s transparency website. Source systems include the
Statewide Financial System (SFS), PAYServ (NYS payroll system), the Local
Government and State Accountability subsystem, and the Public Authorities
Reporting System.

Data consumer demands on FNY have increased over the last several years.
Additionally, OSC is undergoing a number of architectural and technological
changes that are resource intensive. These include upgrading Oracle
Business Intelligence Tools to Oracle Business Intelligence Suite
Enterprise Edition (OBIEE) and re-architecting the FNY security model.

While we are hiring and training replacements, FNY requires an ETL
Developer to augment remaining staff.

Scope of Services
Under the direction of the Manager of FirstNY, the ETL Developer will:
1.Collaborate with coworkers, system users, business analysts and other CIO
teams to gather requirements for system changes and enhancements;
2.Perform analysis necessary to understand the requirements for system
changes and enhancements and any factors related to fulfilling these
requirements;
3.Design solutions to satisfy requirements for system changes and
enhancements;
4.Identify, analyze and resolve production issues;
5.Develop, remediate, enhance and refactor program code and Oracle
Warehouse Builder objects to implement design solutions and to enhance code
readability, efficiency, and maintainability;
6.Design test plans to confirm that the requirements of system changes and
enhancements are being met. Regression, unit, and integration testing
should be included in the design, as required;
7.Create and maintain documentation, as needed. Documentation will be
required for:
Program units and objects,
Processes,
Environment setup and configuration,
Solutions identified to resolve problems,
Test plans,

The South Carolina Department of Revenue (SCDOR) has implemented a Data
Warehouse and related software components for purposes of tax and revenue
compliance and analysis. The Data Warehouse also serves as a primary data
source for other business intelligence activities. This work involves
proprietary software from Revenue Solutions Inc. (RSI), particularly their
Portfolio Warehouse (PW) product.
Historically, the Data Warehouse application team has used the proprietary
Embarcadero DT/Studio tool, along with custom transform code from RSI, to
load data from federal and state data sources into the Data Warehouse. The
team is now charged with converting all of the data load processes to use
Microsoft SQL Server Integration Services (SSIS) At this time an
experienced ETL (Extract, Translate, and Load) specialist with expertise in
SSIS is needed to assist in this process.

Specific Duties and Responsibilities:
The following application tasks are expected to be executed by the Data
Warehouse systems software developer ETL specialist. All tasks will involve
some degree of up front analysis prior to development or execution, as well
as several phases of system and user acceptance testing.
These tasks/skills do not include database administration support or
technical infrastructure support tasks, as these responsibilities fall
under a different support area within the SCDOR IRM organization.
Responsible for building ETLs using SSIS packages to load data from various
data sources including files from internal and external data sources.
Setting up and running the proprietary Portfolio Warehouse Associate and
Grow (A&G) offline process for data cleansing and matching of these files.
This includes configuring the A&G match keys with consultation from the

proprietary software from Revenue Solutions Inc. (RSI), particularly their
Portfolio Warehouse (PW) product.
Historically, the Data Warehouse application team has used the proprietary
Embarcadero DT/Studio tool, along with custom transform code from RSI, to
load data from federal and state data sources into the Data Warehouse. The
team is now charged with converting all of the data load processes to use
Microsoft SQL Server Integration Services (SSIS) At this time an
experienced ETL (Extract, Translate, and Load) specialist with expertise in
SSIS is needed to assist in this process.

Specific Duties and Responsibilities:
The following application tasks are expected to be executed by the Data
Warehouse systems software developer ETL specialist. All tasks will involve
some degree of up front analysis prior to development or execution, as well
as several phases of system and user acceptance testing.
These tasks/skills do not include database administration support or
technical infrastructure support tasks, as these responsibilities fall
under a different support area within the SCDOR IRM organization.
Responsible for building ETLs using SSIS packages to load data from various
data sources including files from internal and external data sources.
Setting up and running the proprietary Portfolio Warehouse Associate and
Grow (A&G) offline process for data cleansing and matching of these files.
This includes configuring the A&G match keys with consultation from the
business users and SCDOR Data Warehouse team.
Conduct quality assurance for loaded data.
Creating and executing “views” as required by business users.
Performing database utility functions, such as SQL Server Analytical
Services for OLAP, development of stored procedure, SSIS, etc. as needed
for loading and analysis of data.

Accountable for the Core Banking Replacement project deliverables including
interface design, ETL development, testing and implementation.
Must understand a variety of financial products such as derivatives,

and workflows.
