Description: The State of North Carolina’s NC Dept. of Commerce, Division
of Employment Security (DES) seeks to procure one (1) contractor to fill a
Oracle DBA role as Data Warehouse Administrator for SCUBI (Southeast
Consortium for Unemployment Benefits Integration)



Business Need/Justification:

·         Contractor will perform DBA/ETL tasks for SCUBI project as part
of Data Conversion from Legacy systems to new system.  Additional tasks
will include BI/Data Warehouse requirements definition, producing
additional reports, and knowledge transfer of both ETL and reporting tool
sets to DES staff.

·         DB Administrator/Warehouse Manager candidate should be a
self-motivated and results driven Data Conversion Expert with senior-level
experience in Database mapping, design, migration and conversion. The DBA
will be working as a member of the support team performing data analysis
and migration process design and development. This person is responsible
for the conversion of data contained within the existing legacy systems,
migrating data and validating the integrity of the converted data.

·         As the Data Warehouse Manager this individual will perform data
modeling, database construction, and use of OWB or ODI processes to build
the data warehouse. The creation of the Data Warehouse will be accomplished
through joint collaboration of this person working with application
developers to ensure the required data is available as well as to provide
performance tuning assistance for new applications.



KSA:

·         The selected applicant should possess skills with Oracle (9i,
10G, 11G), SQL*Loader, Oracle Data Integrator (ODI)/Oracle Warehouse
Builder (OWB), Oracle Data Masking, and PL/SQL. The candidate should have
O/S experience in Solaris and Windows.

·         In-depth knowledge of relational DB design toolsets

·         Solid development background with senior-level expertise in
migration processes, data modeling and data performance

·         Expert knowledge of normalized and dimensional modeling techniques

·         Must be able to provide design options, alternatives and
recommendations based on experience and best practices

·         Strong knowledge of relational database technology, transaction
processing and data warehouse design and advanced modeling and design tools

·         Direct administration experience with Oracle relational
databases, hosted in both physical and virtual environments

·         Solid experience developing and tuning of complex SQL statements
for purposes of analyzing data and/or evaluating how schema design effects
database performance and physical database structures

·         Responsibilities:

·         Responsible for ETL process, data modeling and database
performance

·         Analyze, develop, install, test, upgrade, maintain and support
complex data/process models, and processes in an ETL environment

·         Develop, implement and promote architectural standards and
frameworks, allowing for a flexible and scalable environment

·         Define, understand and recommend changes to the existing
databases, software, hardware and application environment in tandem with
the current business needs and direction

·         Design, develop, and support complex integration processes
(including interfaces) using Oracle, stored procedures and SQL program code

·         Performance monitoring using GRID/Enterprise Manager

·         Interact with various matrix partners and team members to ensure
applications are fulfilling user requirements, are efficiently designed &
are easy to support and maintain

·         Perform root cause analysis for issues and provide effective and
timely resolution

·         Experience in the following areas is a plus:

·         Unemployment Insurance Benefits systems and processes

·         MS-SQL Server Administration

·         RH Linux, Solaris, Windows Administration
