Job Title: Project Manager w/Healthcare
Location: Lansing, MI
Duration: 10 Months

The required position is for one project manager to lead multiple
Information Technology (IT) projects in support of the Department of
Community Health (DCH). Potential projects include: The Behavioral Health
Technology MyStrenth Project will allow the ability to leverage innovative
online treatment technologies to help improve mental health and overall
well-being for people experiencing mile or moderate depression and anxiety.
The SIGMA Application Interface Enhancements Project which will replace and
upgrade the technology for the State of Michigan’s financial system. The
Internet Explorer Upgrade Project which will upgrade Internet Explorer for
DTMB supporting DCH and the DCH client. The Maternal Infant Risk Identifier
Program – View Access to Medicaid Health Plans Project which will enhance
the software to all providers to develop better treatment plans for woman
and infants at risk. The Microsoft Office 2013 Upgrade Project which will
upgrade MS Office for DTMB supporting DCH and the DCH client. The project
manager will be assigned projects in the portfolio (as noted above or other
projects) as prioritized by the State. As a member of the Program
Management Office (PMO), the project manager will follow the State’s SUITE
methodology (and required deliverables), and utilize the State’s project
management tools, to perform project planning through project execution.

Skills Required:
Solid skills in project management utilizing a formal project management
methodology. Solid skills in project scheduling utilizing a project
scheduling tool such as MS Project. Solid skills in Microsoft Word, Excel,
and PowerPoint. Strong leadership and communication skills. Ability to
communicate technical terminology at levels appropriate to the audience
both orally and in writing.

Skills Preferred:
Project Management Professional (PMP) certification preferred. Agile Scrum
skills.
Experience Required:
7+ years of experience in project management utilizing a formal project
management methodology, including experience in project planning,
scheduling, tracking, issue management, risk management, change management,
and status reporting. 7+ years of experience in project scheduling
utilizing a project scheduling tool such as MS Project. 7+ years of
experience in Microsoft Word, Excel, and PowerPoint.

The Eligibility and Enrollment Member Management Project is one of the
largest IT projects for the client. It is a multi-year effort to replace
the State’s aging Medicaid Eligibility Determination System and other
member management applications with a modern, service oriented architecture
based system. This project will be very complex and will demand
exceptionally high quality team members.

PREFERRED SKILLS:
Medicaid eligibility system/business operations experience
Experience in standing up and/or operating a large call center
Experience with IBM Curam Technology
Experience as part of a large outsourced IT project.
Experience in documenting processes and procedures for external review and
operational readiness
Experience overseeing a project with a broad and diverse collection of
stakeholders including building stakeholder understanding
Experience developing and implementing customer satisfaction surveys and
associated analysis to improve performance.

REQUIRED SKILLS:
Minimum of 2 years of project management experience
Minimum of 3 years of experience in healthcare insurance IT
software/systems implementations performing duties such as those described
in the “Daily Duties/Responsibilities” section above
Superb written and oral communication skills, including the ability to give
presentations to executive management. Strong proficiency in English is
required.
Minimum of 2 years of experience working with a communications team and
communications agency.
Minimum of 2 years of experience developing operational processes and
procedures for customer service and/or support.
Experience with performance- or measurement-driven process improvement.
Impeccable integrity. This project will have very high visibility and will
impact significant expenditures of public funds. Candidates must be
confident with their abilities to make correct decisions and the courage to
speak out when necessary.
Willingness and ability to effectively engage with people and organizations
on a continuous basis.

DAILY DUTIES / RESPONSIBILITIES:

The Operational Readiness Manager will assist the Project Director and
Project Manager by providing overarching support for project
communications, training, consumer assistance, community partner
relationships and statewide readiness preparations for the Member
Management Project.

Duties include:
Manages internal and external communications related to the project. Works
with agency communications staff to ensure information related to the
project is shared with agency staff, community partners, and other
stakeholders, as appropriate.
Oversees efforts of the Training Manager/training team to ensure
information pertaining to policy, procedures and systems are adequately
communicated to appropriate staff in a timely manner.
Coordinates efforts related to consumer assistance, working with the
Consumer Assistance Team Lead, to ensure that the agency is prepared to
provide assistance and support to individuals interested in applying for
Medicaid, Advanced Premium Tax Credit, Cost Sharing Reduction, or simply
accessing Quality Health Plans through the FFE. Works with the Department
of Insurance, the United Way, agency staff and other entities, as
appropriate, to plan for the influx of questions related to the Affordable
Care Act and its impact.
Oversees efforts of the Community Partner Outreach Manager as he seeks to
engage community stakeholders, community based organizations and
individuals in a collaborative partnership with the SC DHHS in the
enrollment and retention of uninsured and underinsured individuals and
families into the state’s Medicaid program.
Works with representatives from the Eligibility, Enrollment and Member
Services division to ensure that staff at the county, region and state
level are ready for implementation of the online application and
replacement eligibility system.
Works with agency staff to organize help desk activities for applicants,
beneficiaries and staff.
Other duties as assigned.
Experience in standing up a call center (private or public sector) that is
focused on delivering consumer assistance/support would be beneficial for
this position. Familiarity with the Affordable Care Act and impacts on
Medicaid eligibility and member related processes is also beneficial.
