Assign specification development responsibilities to team members (typically fewer than 8) and ensure proper and timely implementation. Perform the role of project architect and interface with other projects and architects. Design and develop sub-system or sub-elements in time and at the necessary level of quality so as to respect the project requirements, timeline and budget.
