PeopleSoft HCM development - minimum 5 years’ experience
PeopleSoft HCM 9.2 development experience with the several of the following

PeopleTools 8.5x - strong experience with PeopleCode, Application Engine,
Component Interfaces, XML Publisher, Integration Broker, Workflow, SQR and
SQL
Conversion experience into PeopleSoft HCM strongly preferred
Perform application development tasks using PeopleTools and related
technology
Review functional specifications and provide estimates and additional
feedback to the functional leads
Work with the functional leads to obtain input on outstanding questions for
the functional design documents and ensure that the RICEW items developed
are in line with the requirements specified

Perform code walkthroughs for RICEW items to ensure that standards and best
practices are being followed and unit testing is completed before being
migrated for further testing

Job Description:
Worker will primarily convert our current PeopleSoft custom modifications
to bolt-ons in order for Collin County to have a “clean core” for future
upgrades and installs with assistance of IT development staff.  Bolt-ons
are custom, stand-alone applications that live outside of a
PeopleTools/PeopleSoft database like HCM.  We want to review all
customizations to determine if other viable options exist, like
configuration and/or business changes.  If no other options exist then we
want to convert most, if not all, of our code modifications and
customizations to bolt-ons.  Those customizations that can’t be bolted-on
will be addressed as a business process change.
Worker will develop bolt-ons for our PeopleSoft customizations per schedule
and in accordance with the development standards used within Collin County
IT.  Detailed specifications and business requirements will be gathered by
the worker from the assigned points of contact.  The worker will be
responsible for leading the development and testing process with IT.  Once
successfully tested by the assigned HR resource the IT department will
migrate completed bolt-on to the production environment in accordance with
county standards.
Note: production migrations require a two (2) week change control notice
and must be scheduled such that the change will not impact the county’s
payroll processing.
Detailed development documentation for each bolt-on must be provided to the
Collin County IT department as a distinct deliverable.  Failure to submit
the required documentation will result in the modification not being
migrated to the production environment.

The New York Benefits Eligibility and Accounting System (NYBEAS) is a
highly customized implementation of Oracle’s PeopleSoft HRMS (Base
Benefits) and PeopleSoft Financial (Accounts Receivable  General Ledger)
applications that supports administration of the $7 billion New York State
Health Insurance Program (NYSHIP). The Department requires an expert
PeopleSoft Developer to enhance NYBEAS processing to meet various mandates
such as:

and Substance Abuse Program components to a new carrier as a self-funded
plan.
This transition is expected to save New York State millions of dollars.
The resource will be responsible for the following tasks related to the

The New York Benefits Eligibility and Accounting System (NYBEAS) is a
highly customized implementation of Oracle’s PeopleSoft HRMS (Base
Benefits) and PeopleSoft Financial (Accounts Receivable  General Ledger)
applications that supports administration of the $7 billion New York State
Health Insurance Program (NYSHIP). The Department requires an expert
PeopleSoft Developer to enhance NYBEAS processing to meet various mandates
such as:
Transition of the NYSHIP Empire Plan Prescription Drug and Mental Health
and Substance Abuse Program components to a new carrier as a self-funded
plan.
This transition is expected to save New York State millions of dollars.
The resource will be responsible for the following tasks related to the
transition:

quality assurance monitoring of the on-going processes subsequent to
initial implementation.

provisions of the Defense of Marriage Act (DOMA) that denied federal
benefits to same-sex couples who are legally married in their states.
Implementation of any changes to the structure of rates or contribution

In addition this resource will:
Recommend changes to existing resource intensive processes to improve
response times and overall efficiency of the NYBEAS.
Provide expert insight into both the delivered and customized aspects of
the PeopleSoft Financial AR and GL modules from both a technical and
business perspective.
Provide expert insight into both the delivered and customized aspects of
the PeopleSoft HRMS/Base Benefits modules from both a technical and
business perspective.
Develop complex SQL to extract required information from both custom and
delivered Oracle PeopleSoft tables.
Perform analysis, design, development, testing and implementation of major
and minor NYBEAS functional and technical changes.  This work may include
on-line processing, batch processing as well as design and development of
database structures.
Provide a written monthly report on activities as well as other updates as
requested.
Perform knowledge transfer.
Create written documentation.

Requirement for a PS developer is to build an Application Engine (AE) to
load Point of Sale punch data into PS_TL_RPTD_TIME. Data will already
reside within PeopleSoft via the POS to TIBCO load into a staging table in
PeopleSoft. The AE will be replacing the delivered ST_LOADER program and
must setup the punch time data the way Reported time requires it.
The AE program will replace 2 or 3 other custom programs and will have its
own error handling. This process will apply logic according to the business
rules to create valid records out of error records. There will be no error
reports or log files. Program will provide audit records and use online
grid pages for HR Direct to review and correct errors or exceptions.
Additionally, a new interface to load a separate brand’s punch time into
PeopleSoft will be required. This will be an interface that the load
program will use to process the brand’s data into Reported Time.
Resource will need to have very strong AE, technical design, unit test, and
communication skills to build this program and interact with the Time and
Labor rules developer to ensure that the new punch time data results are
accurate.

Requirements:

 

PeopleSoft Developer

 

. Deep understanding of PeopleSoft (PS) v8.9 or 9.x database and
data structures

. Proven experience developing with PS Integration Broker.

. Strong understanding of PeopleSoft foundation tables, employee
demographics data.

. Ability to work independently with multiple vendors to develop
file specs, web services, interfaces, and queries, as well as perform data
validation; ability to integrate with existing team of PS developers.

. 5+ years of PeopleSoft functional development experiences,
especially on HRMS modules version 8.9+ and tools level 8.4+.

. Software Knowledge - Tools: PS HCM App 8.9 and 9.1, People Tools
8.49.13, Oracle 10g(10.2.0.4), BEA tuxedo 9.1, STAT 5.0.1 , PeopleSoft
Portal, STAT 5.0.1, TOAD, TOAD for SQL Server, V-Shell or other secure FTP
Server SW for Winx86, and scripting tools.

. Desired Hardware Knowledge - UNIX (HP Itanium, Dec Alpha), Win 2K
OS - HPUX 11.23, Tru64 5.1b, Windows Win2K / Win2K3, VMware

. Detailed knowledge of payroll business processes and terminology,
including past experience implementing payroll solutions with ADP.

. Participation in at least 2 major PeopleSoft HRMS implementations.
