What we are looking for is a strong Quality Test lead that can quickly come
up to speed on our existing system functionality, application
infrastructure, both from a hardware and software perspective. The
candidate filling this position must able to work in a fast-paced, agile
environment.

Working knowledge of a modern welfare eligibility case management system
and preferably hands-on experience with Idaho's Child Support System and
Welfare’s Eligibility automation.

We have a need for a Test Manager to support the advancement of the testing
function. The Role of Test Manager is to effectively lead the testing team.
To fulfill this role the Test Manager must understand the discipline of
testing and how to effectively implement a testing process while fulfilling
the traditional team leadership role. The Test Manager must manage and
implement an effective testing process. This involves creating a test
infrastructure that supports robust communication and a cost effective
testing framework. The Department seeks a strong and experienced candidate
that will work directly with the Bureau Chiefs of Automation in the Welfare
Division and the ITSD.

*Immediate responsibilities will include maintaining an effective testing
process and making improvements to this process, including additional
automation, to increase the overall effectiveness of the testing function.*
This position will provide test definition, execution and management for
the suite of the Welfare Division systems that support, but not limited to,
Child Support, Medicaid, Aid to the Aged Blind and Disabled (AABD) cash,
Temporary Assistance to Families in Idaho (Idaho's TANF funded TAFI
program), SNAP (Food Stamps), and the Idaho Child Care Program (ICCP). The
suite of systems include, but is not limited to, the Idaho Child Support
System, Benefits Eligibility System (IBES), the eVerif-I verification
system, eCasefile document management system and idalink web-based customer
self-service portal. The Division of Welfare uses the Scrum Agile
development methodology so all methods and strategies should be consistent
with this. The Test Manager will also bring consolidation to the various
automated load and regression testing tools that have been implemented.

This position will work closely with the existing test team members and
work in close collaboration with software development teams to successfully
administer the testing and approval process and provide effective defect
tracking and reporting in preparation for software releases.

*Agency Expected Deliverables:*

Test Strategy: provides the overall approach to testing including team
members, tools and processes
Test Plan: presents the test: objectives, scope, approach, assumptions,
dependencies, risks and schedule for a particular release
Test Cases: specific tests defined to ensure business requirements are met
and capture defects when not met
Defect Documentation: generation of defects captured during test phase
Defect Tracking: tracking, management and reporting of found defects
Measurements and Metrics: effective and useful measures of the testing
process
Status Reports: provides progress toward testing objectives
Automated Tests: provide automated load and regression tests
Manual User Acceptance Tests: Define process, scenarios and test plan for
manual user acceptance testing
Test Team Member Roles: definition of test team member roles

Specific Skills Required (Programming languages, databases, operating
systems, etc.)

*Special skills required :*

Create test models for product test and release control (plans, data, and
scripts).
• Conduct structured walk-throughs
• Execute assembly or product tests.
• Define product test plans and criteria for acceptance.
• Develop, update, and maintain testing standards and procedures.
• Assist in the planning, creation, and control of the test environments.
• Conduct inspections; resolve issues.
• Coordinate and execute assembly or product tests
• Work with Test Team members to enhance their testing skills and build
technical and business knowledge.
• Determine time estimates and schedule for work efforts.
• Define and utilize entry / exit criteria for testing.
• Schedule the design of structured walk-troughs or inspections; resolve
issues
• Review and understand the Test Team work plan.
• Assist Application Teams to plan and execute component and assembly tests.
• Coordinate the efforts of other testers.
° Software testing experience plus some business analyst experience;
especially related to coaching and or teaching agile teams
° Assistance in the development of user stories and defining acceptance
criteria; especially related to coaching and or teaching teams
° Understand test plans, test scripts, test cases and links that connect to
requirements and done criteria;
° Analysis and knowledge/experience to implement and maintain framework
components to support test execution; ability to share with others to
create a sustainable system
° Strong regression testing skills;
° Experience testing J2EE/Java web applications;
° Analyze and interact with complex sets of automated test assets and an
ability to provide insights into alternatives or improvements to test
systems, test framework components, test databases and test servers;
° Provide recommendations for execution of automated tests and troubleshoot
complex failures including failures of the system under test;
° Knowledge and understanding of fundamental concepts of agile software
development, continuous integration, and automated testing;
° Knowledge and/or Experience with testing batch, flat file and web service
based interfaces;
° Knowledge and/or Experience with automated regression test
strategies/tools for batch, flat file and web service based interfaces;
° Experience with and ability to effectively evaluate user stories as it
relates to testing strategies;
° Create and maintain high-quality documentation of all relevant
specifications, systems, and procedures;
° Experience testing on scrum projects with multiple cross-functional scrum
teams;
° Experience with user stories, acceptance criteria and product backlog
grooming;
° Experience with automated testing tools;
° Experience with executing SQL statements to test outcomes;
° Ability to support automated regression test environment (or other
regression testing tools) and provide recommendations.
