TITLE: Mainframe Systems Programmer

REQUIREMENT:

The Mainframe Systems Programmer position consists of hands-on operational
duties of all mainframe software and hardware. The Mainframe systems
programmer is responsible for the maintenance of mainframe systems with a
goal of >99.99% uptime. The incumbent installs, customizes and maintains
software on the mainframe platform. In addition the incumbent resolves
systems problems, acts as an internal consultant, and provides technical
guidance.

*Operational Objectives:*
All Mainframe LPARs are highly reliable and available (>99.99% uptime, meet
existing SLA's).
LPARs are monitored and performance problems are identified and resolved
expediently.
Moves, additions, and changes are completed within acceptable service level
parameters.
Help Desk trouble ticket response, resolution, and escalation responses are
within established client guidelines.
Response to unscheduled service outages, including escalation response, is
according to policies
All documentation and equipment diagrams are updated and maintained.
Operational plans are established and maintained.
Monitoring and reporting software management system is properly implemented
on all systems.
PTF/APAR management and reporting system is properly implemented on all
systems.
Communication to management; absence of "surprises or unanticipated
problems "; synergy among workgroups within client.
Customers are enabled to meet legal, contractual, and/or other
federal/state regulatory based security requirements affecting service
delivery

*Responsibilities and duties include oversight and performance of the
following:*
Work collaboratively within the Mainframe System Team and its customers to
maintain the production and test LPARS on the system.
Install mainframe operating system software, work with hardware vendors and
client Operations to install and upgrade mainframe equipment including the
evaluation and testing of new releases of system/OEM products.
Create and maintain all necessary documentation for operator system
training.
Maintain system software through the use of PTF/APAR application, in
accordance with standard change management practice and without unscheduled
service outages.
Maintain and test disaster recovery procedures.
Assist in the management of peripheral software sub-systems such as CICS,
RACF, TCPIP, VTAM, JES2, DMS, and CA-TAPE management systems.
Provide technical assistance to agency users and other agency personnel.
Provide support for Mainframe related problems; Identify and successfully
troubleshoot problems.
Perform system audits; Monitor capacity.
Work with other client teams and customer agencies to improve security,
performance, backup strategies and administration.
Provide off-hours support for Mainframe related issues as required.

*Qualifications: *
Minimum 3-5 years' experience in mainframe systems programming.
Extensive knowledge of CICS and VSAM systems internals.
Demonstrated experience with electronic data processing systems, principles
and techniques including SMP/E, IOCP, IPCS and job control language.
Extensive knowledge of the use and application of data processing
equipment, including programming techniques.
Experience accessing hardware and software and advising superiors on the
need for upgrades.
Ability to prepare clear and concise statistical reports based upon
analysis and research of related data.
Demonstrated ability to recognize, investigate and resolve problems in a
time constrained environment.
Ability to understand and follow complex oral and written instructions.
Excellent listening, interpersonal, written, and oral communication skills.
