Position : Technical BA
Location : New Haven,CT
Duration : 6 Months
*Need GC or USC!*

SPECIFIC DUTIES:
Acts as liaison between internal business units, technology and support
teams. Elicits requirements using various methods to develop business
requirement document, functional specifications and data requirements using
standard templates. Conducts peer reviews as requested.
Acts as liaison between application developers, ETL developers and database
analysts to define and set-up the data structure to support new products,
policy and plan rate changes and software enhancements.
Investigates and responds to system processing problems. Identifies and
analyzes production problems and assists programming staff and business
analysts with resolution.
Reviews and evaluates internal systems procedures and data to resolve
complex business and processing problems.
Recommends procedural and business process workflow changes, improvements,
and program modifications to improve system accuracy and efficiency and
loads necessary data to support these changes.
Reviews and assists with the implementation of system procedures
necessitated by the introduction of new products, policy changes, and
system software enhancements and maintenance.
Acts as a mentor to level I business systems analysts

REQUIRED EXPERIENCE AND SKILLS:
Minimum of 5 years’ experience working as a BSA, SA or similar role in an
Information Technology department supporting software applications and
data. Life and Annuity Administration System knowledge a plus.
Strong analytical and problem solving skills. Sound judgment in decision
making.
SDLC methodology working knowledge including when BSA allocations are the
highest and why.
Strong verbal and written communication skills; strong listening skills.
Ability to communicate across groups with varying technical knowledge and
ability.
Strong interpersonal and teamwork skills; able to develop collaborative
relationships.

BUSINESS SYSTEMS ANALYSIS REQUIREMENTS SKILLS:
Strong SQL skills and ability to analyze data
Strong Excel and /or Access skills
Programming / DB2 background a plus
Experience communicating and eliciting Business / Functional requirements
Strong estimation skills
Document formal Business / Functional Requirements
Conduct Requirements Review / Walkthrough sessions
Create a Requirement Traceability Matrix (RTM) from Business Requirements
to Functional Requirements to Testing scenarios

*Rate : $45/hr on C2C*

Description :
A Technical Business Analyst conducts requirements analysis, documents
business rules, defines product workflows, and provides detailed
specifications/user stories for development of electronic registration and
titling solutions software.  This includes gathering information from key
stakeholders, both internal and external, and serves as a liaison between
business, product, and technical departments to progressively elaborate
requirements and communicate specifications for enhancements of these
products and services. As an analyst, he/she must manage requirements and
functional specifications through all steps of assigned project by
clarifying business needs and understand technical limitations along with
aligning key stakeholders in a collaborative, collegial way with a style
that will garner respect from all sides. He or she must possess business
acumen, technical excellence, and the capacity to drive projects forward in
spite of obstacles. The Analyst must also proactively manage assigned
projects by reporting risks and providing potential solutions to management
and ensure quality deliverables meet deadlines.  The Analyst must manage
stakeholder’s expectations and provide status regularly.

Essential Functions:
Critically evaluate information gathered from multiple sources, decompose
high-level information into details, abstract up from low-level information
to a general understanding, and distinguish the underlying true needs of
customers from user requests by working with product managers to understand
and define the requirements. (20%)
Serve as the requirements conduit between the customer community (internal
and external), DMV and Association Partners, Product Group, Quality
Assurance, and the Software Development Team.   Lead review of business
rules and specifications, evaluate and incorporate feedback in order to
obtain approval.  (20%)
Work closely with product analysts to understand and define new product
strategic requirements and convey requirements to design owners for UI
design and technical team for technical consideration. Review requirements
with Quality Assurance and review test plans. Reconciles conflicts to
facilitate solution of design. (20%)
Proactively communicate and collaborate with external and internal
customers to analyze information and deliver the following artifacts as
needed: Business rules, workflows, functional specifications, and user
stories. (20%)
Work with Product Managers, Design Owners, Scrum Masters, Technical Leads,
and other Technical Business Analysts from inception to delivery to ensure
requirements are delivered as scheduled.  (10%)
Engage in new initiatives, processes, and strategies as they evolve to
support a growing technology department. (10%)

Details:
Preferably Management Information Systems, computer science, business
management or related field.
Experience in engaging with software development teams in the practices and
technologies relevant to the business unit.
Ability to work with business units and understand business needs to drive
out which requirements provide the highest business value.
Ability to work in fast paced and dynamic development environment.
Good decision making and problem resolution skills with strong attention to
detail.
Good Team and Interpersonal Skills with the ability to work
cross-functionally.  Strong Team Player.
Strong written, communication, and presentation skills.
Working knowledge of Word, Excel, PowerPoint and Visio.
Experience using Agile Methodologies such as Scrum, wiki experience,
working with offshore teams, understanding database concepts, or Scrum
Master Experience a plus.
