These activities include: payables management (vendor registration, contract management, payments and tax reporting); receivable management (automated billing and settlement, debt collection, intercept, revenue maximization and optimization); payroll management for Commonwealth employees (including payroll deductions and tax withholding and reporting); accounting and report management for all Commonwealth assets, liabilities, revenues and expenditures; and communication and training for Commonwealth fiscal officers and users of the state accounting system. The Commonwealth of Massachusetts, Office of the Comptroller is looking for a PeopleSoft Functional Business Systems Analyst Consultant with 3+ years of experience in PS Benefits module. The primary role will be analyzing requirements, writing designs, configuring, developing and executing test plans and test cases for ACA Affordable Care Act reporting within the current Commonwealth of Massachusetts HR/CMS Human Resource Compensation Management system. This position requires gathering and understanding customers business and technical requirements, determining viable solutions, configuring the application, and working with customers on testing the ACA reporting solution. The Business Systems Analyst has a high level of analytic skills, a moderate level of technical skills, and is eager to learn new things. Demonstrating service excellence, a pro-active and collaborative approach to service delivery, and a strong customer focus are all mandatory for the incumbent of this role. POSITION OVERVIEW: Lead project Subject Matter Expert role for activities related to the PeopleSoft HRMS 9.2 ACA Compliance and reporting requirements Manage the activities and provide direction to the implementation team members Lead and manage the team through planning, requirements, analysis, construction, testing and deployment phases of the project. Facilitate team meetings and other group sessions as needed Participate or lead special committees, if needed, which are formed to define policy, redefine business procedure and provide other strategic input to the project Coordinate the Projects review of the deliverables and obtain appropriate signoff by stakeholders Communicate project progress to stakeholders and other interested Commonwealth parties and balance the competing interests of the project stakeholders Coordinate project activities among other Commonwealth departments and agencies such as Information Technology, Comptroller, Human Resource, University of Massachusetts and others. Qualifications Experience working with Oracle/PeopleSoft Human Resources and Payroll applications (V9.2) or HR and payroll business functions. Knowledge of ACA Affordable Care Act reporting. The Affordable Care Act actually refers to two separate pieces of legislation the Patient Protection and Affordable Care Act (P.L. 111-148) and the Health Care and Education Reconciliation Act of 2010 (P.L. 111-152) Good interviewing and facilitation skills for gathering detailed, comprehensive requirements. Experience with a systems development life cycle methodology is desired. Experience in performing analysis and problem solving skills is highly desired. Experience writing designs are highly desired. Experience in developing and executing test plans and cases is highly desired. Experience in Oracle/PeopleSoft HR/Payroll configuration table setup is desired.
