The Senior Business Subject Matter Expert (SME) brings proven experience
from related businesses or organizations as well as system integration and
technology experience (more than 10 yrs experience).
*Complete Description: **
*The PSP currently have several dispatch centers located throughout the
Commonwealth that are in various levels of operation. The PSP is looking for
a Business Consultant with both business analyst and project management
experience to provide consulting to prepare a Transition Plan. The following
tasks resulting in a “white paper” or transition plan describing best
practices and solution options for implementing a technologically advanced
central dispatch center include but are not limited to:
• Interview various business stake holders to determine their current
situation and needs
• Investigate current dispatch centers that have been implemented to
determine their current capabilities
• Investigate best practices for a central dispatch solution and determine
the gap analysis between current and desired state
• Architect a solution with options that address:
1. Necessary Business Landscape
2. Technical options (e.g. hosted solutions versus outsourced solutions)
3. Budgetary Projections
4. Labor Relations
5. Time Line to implement solution
6. Risks and Risk Mitigation
The PSP will provide a subject matter expert to work with the consultant to
schedule meetings and gain access to the necessary individuals and
information that will be needed to complete the project.
