*Project Description*

The project involves the iterative re-write of a criminal case management
system from a COBOL mainframe VMS system to a web based application
utilizing a SQL database.

The services requested are to assist with the requirements gathering,
analysis and documentation of functionality and database needs for the
re-write system.



In addition, a series of data extracts and reports that are sent from the
current system to outside agencies and systems will be taken over by the
new system.  The selected candidate may also be asked to help support the
analysis and documentation of these extracts and reports.





*Scope of Services*



The scope of services required for the Business Analyst:

Responsible for working with business subject matter expects, translating
business needs into understandable requirements, and translating these into
technical specifications that the developers can work from.

Responsible for facilitating walkthroughs of requirement documentation with
development and testing staff, and working with this staff to ensure
requirements are clear, complete and provide sufficient information to
accurately develop and test system functionality.

Responsible for analysis, modeling and documenting data requirements, and
working with DBA’s and developers to integrate these requirements.

Act as liaison between IT development staff and business users to resolve
discrepancies, address requirements, questions, and issues.

Responsible for conducting preliminary testing, and working with business
to ensure that functionality is designed correctly, as well as business
testers for user acceptance testing.

Responsible for working with legacy system support staff to analyze
functionality of current data extracts and reports.

Responsible for documenting current extracts and reports into technical
specifications and models that developers can work from to develop in the
new system.

Responsible for working with technical staff to help determine existing
extracts and reports that may have redundancy and can be consolidated in
the new system.

Collaborate with the Project Manager to develop planning estimates for all
responsibilities outlined and to manage assigned tasks through timely
progress reporting.

Provide required status reports and management updates



The minimum skills and experience levels required for a candidate to be
considered for this position include:

*•           A minimum of 6 years’ experience with systems analysis, data
analysis and data modeling, relational database design, web and .net
applications.*

•           A minimum of 6 years’ experience writing functional and
non-functional specifications.

•           Experience in utilizing data stored in a SQL Server database,
including writing queries and scripts.

•           Experience with reverse engineering existing systems to
determine how each individual component functions.

*•           Experience integrating with legacy systems.*

*•           Ability to read and understand Cobol code.*

•           Strong analysis, problem solving and design skills.

•           Proven attention to detail and quality

•           Clear thinking, flexibility in working relationships and
decision making, ability to set individual priorities, be self-directed,
and work in a team environment.

•           Excellent written and verbal communication skills, organization
skills, and the ability to work with limited direction including the
ability to motivate others and synergize teams with varying levels of
experience and skills.

•           Excellent change management skills with the ability to
recognize scope change requests and provide recommendations and clear
documentation for executive review and action.

•           Proven ability to work with staff of varying skill levels
(executive, business stakeholders, technical, non-technical and end users).
This includes facilitating meetings that dig into the technical detail as
well as leading meetings with high-level technical and non-technical staff
while ensuring the collection of accurate documentation both for the
project and the developing application.

•           Experience with large multi-disciplined systems.

•           Experience with the development and interfacing of Web
Applications.

•           Experience with Agile development methodologies.

•           Flexibility to meet the challenges of an ever-changing
environment
