*Responsibilities:*

Client will assist in delivering high-quality, high-business-value software
rapidly by employing agile principles.  Specific goals include:

Continue implementation of agile practices in alignment with the Scrum
methodology and Scaled Agile Framework (SAFe), to which the DCPS program is
transitioning.

Have client serve as the system integrator and manage the release processes
and backlog.

Make design a more prominent part of the development process. This includes:

Adopting user experience design practices such as user research.

Collaborating between design and development.

Incorporating modern, task-based usability testing, as demonstrated by the
client User Experience Group (UXG) to ensure true usability over perceived
usability.

Stress the quality (reliability, adaptability) of the codebase through the
insistence of good technical practices, automated testing, and quality
reviews.

The work will be on the Disability Claims Processing System (DPCS). DCPS
will be a centralized web-based application that users will interact with
through a web browser.  DCPS development will occur in a modern development
environment utilizing cloud technology and Amazon Web Services.  DCPS will
be built utilizing a modular design that has separation of layers
throughout the application.

*Presentation Tier*

The presentation tier will contain a modern graphical user interface
running on Intranet utilizing Internet Explorer.  However, the application
will be built to industry standards so that it can also run on other
browsers.

DCPS will likely conform to User Experience Framework (UEF) design patterns
for user interactions.  The patterns will create standard interactions with
the system through front-end presentation logic of HTML, CSS, and
JavaScript and will be 508 compliant.

SSA is using.js and react for the presentation tier.  Developers should be
familiar with HTML and CSS.

*Business Tier*

Using Node.js and Express for the business tier.  This allows the business
tier to have the same programming language as the front-end, which
simplifies many aspects of development.

*Data Tier*

The databases for the Core DCPS application are using PostgreSQL.

Node.js is also used for the data tier.  Having the same programming
language in all three tiers negates the conversion to specialized objects
for each tier.

*Management Information*

Management information will utilize Microstrategy and an Oracle database.
Q-replication software will synchronize data from the DCPS database and
Oracle. Ab Initio will perform Extract, Transform and Load (ETL) functions.

*Correspondence*

The process of evaluating two options for Correspondence:

Thunderhead NOW using an Oracle database.

Microsoft Word.

In addition to providing National templates, a critical capability of
Correspondence is giving each DDS the ability to create and modify
state-specific templates.

*Other Tools*

DCPS will use Quartz for some job scheduling functions, and, if needed, Red
Hat JBoss Business Process Management (JBPM) to control many complex
business functions.

*Technical Skills Mandatory*

·         8+ Ability to take on heavy coding workload AND guidance /
teaching / reviewing work of others

·         8+ Must have experience with modern web development of
applications currently in production. (Experience with gaming ok, but must
have something else too. Though not definitive, developers with
enterprise-class backgrounds [e.g. Java or .NET exclusively] are seldom
good indications of the type of candidates for which the client is looking

·         1+ Specifically worked on single page applications. Can provide
code samples, ideally code involving react.js  and public on github

·         1+ Well aware of open source code and tools available. Well aware
of current trends like the use of Cloud

*Specific Technologies Required*

·         HTML/CSS

·         JavaScript

·         Node.js or equivalent (Ruby on Rails, ...)

·         Express.js and associated route organization

·         React.js and associated tools like Bootstrap Flux

·         PostgreSQL and other relational and non-relational databases like
NoSQL

*RESTFUL API's   *

·         4+ Awareness of and comfort level with Agile development mindset
and techniques. Scrum Master and SAFe certifications are a plus.

·         8+ Ability to work in a close-knit, co-located team in constant
collaboration

·         8+ Excellent communication skills with client stakeholders at all
organizational and technical levels.

·         8+ Technical writing skills

·         8+ Must be comfortable talking about self and why they want to do
this project
