use for Emacs the single email per commit script used by default
(containing summary+message+diff), and send it to the emacs-diffs

Done. There was one problem -- the commits in lisp/mh-e were sent to
emacs-commit with diffs (and nothing to emacs-diffs). I've always
wondered
