It looks like I can't do it in the savannah gui because I'm a "project
member", not a "site administrator" in the savannah project.

I found some lists that never worked because they end in -admin and this
confuses mailman routing. Possible to fix it, but easier to just remove
them. I've updated the creation script so they will create an error.
