Follow-up Comment #2, sr #109472 (project administration): In short: https://savannah.gnu.org/p/gnues => Group Type: www.gnu.org portions => Git can't be enabled for this project type => Project type needs to be changed to 'GNU Project' for this Not sure why this project was created like this.
