I think you meant, how you should write copyright and license notices for
images (originally copyright is held by the authors automatically, then
copyright may be assigned or transferred to other people).

If the format of the file doesn't allow comments like those notices, you
should add a README file in the same directory with those files; in that
README file you should list the relevant files and explain what copyright and
license notices apply to each of them.

I have emptied file saved_sequencex.txt, added copyright and licence info to
files in po directory. Some files ended up being generated with a double
licence info because of that. 

Also, I was not able to get rid of ABOUT-NLS file. I is automatically
generated and put in the file directory without any option to remove it on my
part.

I have removed files rtmidi.pc, rtimidi.pc.in, rtimidi.config, and
rtmidi.config.in. I think those are the last files from this package that
lacked copyright and licence. 

There are only two files left in the project, that came with rtmidi library,
and they both have valid copyright and licences.

No. Even some GNU packages are not copyrighted by the FSF.

If you didn't write them, it means that their authors made it more difficult
for you to use them in your package. A copyrightable file is technically
undistributable until it has valid copyright and license notices. Therefore,
it's your responsibility to figure out and add correct notices to those files
when you put them in your package.

rtmidi-config.in is longer; please also check other files in your tarball.

I thought that assignment of copyright to FSF is a requirement for free
licence. I am totally new to the this licence / copyright thing. Now I know
better.  

I have changed all copyright notices to myself. 

You may find, that two files: rtmidi.pc and rtmidi.pc.in still do not have a
licence and copyright, but those files came with the RtMidi library, I did not
write them. Besides, they are both only 11 lines long.

Chord Sequencer is a program that allows you to create a sequence of chords
and play it out in a live performance chord by chord, changing chords using
