Marc,

I could not ping to the running instance, even though Scalr displayed the 
public IP. 
Anyways , the Server is up and running now, its just that it takes some 
time (few hours) for the Agent HostInit phase to finish.  
So the issue is partly resolved.
This is not a prod environment, so maybe some other latency issues which 
could cause this delay. 
Will create a more farms and record the time it takes for the Servers to 
finish initializing.
