>From your screenshot it appears that you are accessing 
scalr.corporate.ge.com.  Are you using Open Source Scalr or is this an 
Enterprise Scalr environment?  If this is indeed Enterprise Scalr, Support 
may be obtained via the GE Enterprise Support Portal after reaching out to 
your internal support contact.  It appears that your user may have 
restricted ACL rights in the UI that may be preventing you from seeing all 
available options.  Do you have an Account Admin with whom you may verify 
your user permissions?
