Maybe I copied into /dev/sda1

I opted for USB install of the Everything iso.
Downloaded the 8.4 GB file to a fresh partition.
Copied with dd to a 16 GB pen.
Up to here, all looks fine.
But when I attempt to boot from USB, I get the message
