Can someone point me to instructions for running a build of the docs so
as to test tool documentation XML isn't broken?

Hi Russel,
this is where the DocBook DSL saves the day for you. It should be sufficient to
validate your / all docs by using the provided script in 'bin' of the source
tree.
Please follow the instructions/links in the DeveloperGuide intro (wiki) if you
need more infos about this.

At present I'm spending all my available energy and time on getting py2+py3
working.
Once that is done, then we can look at migrating the bug tracker, but not
before.
That said, I'm thinking post 3 a migration to github could have some real
value.
