Produced by the National Clearinghouse on Tobacco and Health with
funding from Health Canada, this new site offers the full text of the
major Canadian tobacco control laws, including federal, provincial,
and territorial legislation. The site allows users to "identify
tobacco legislation in each province, conduct comparative analyses,
check relevant sections of interest, and to print or post any item."
Users can browse legislation by region via a toolbar or clickable
map, or by subject. The latter covers topics such as promotion and
packaging, point of sale, smoking, signage, and enforcement and is
organized in table form, allowing cross reference between subject and
province. A third section of the site, containing analysis of
Canadian tobacco legislation, is under construction. A keyword search
engine is provided, and the site is also available in French. [MD]


3.  Digital Archives from Excavation and Fieldwork: Guide to Good Practice

This document, produced for the Arts and Humanities Data Service
(AHDS) of Great Britain, offers detailed guidelines for the creation
and maintenance of digital archives for archaeological projects.
Among other things, the authors offer a comprehensive definition of
digital archiving, discuss good digital archiving practices, and
consider mechanisms for the creation of a national index to digital
archives in archaeology. While the Guide is specifically written to
address archaeological practice in the United Kingdom, many of its
recommendations have universal applicability. The document is best
considered in tandem with other documents from the Archaeology Data
Service (see the September 22, 1998 Scout Report), such as its Survey
of User Needs of Digital Data and Guidelines for Depositors. [DC]

Jobe and Susan E. Gunter, this site offers information on all known
letters written by novelist Henry James (more than 10,500) and brief
biographical information on the (more than 1,000) recipients of these
letters. Users can search the database by date, correspondent,
repository, or keyword. Search returns include the date and place of
the letter's composition, the addressee's name and identity, the
publication source, and the repository in which the letter is held.
The site also features comprehensive lists of all published sources
of the letters and the more than 130 repositories and private
collections where they are held, and statistics on the letters and
correspondents. Henry James scholars will quickly find this site to
be an invaluable research tool. [MD]

Modelled after the National Institutes of Health's PubMed, this new
database developed by the Department of Energy's (DOE) Office of
Scientific and Technical Information (OSTI) allows users to search
across abstracts and citations of multiple publishers in the physical
sciences and other energy-related disciplines for free. Currently,
the database indexes more than 1,000 scientific and technical
journals. Users can search by keyword or publisher, or perform a
multiple option advanced search. Search returns include author,
title, journal title and number, date, and a fair-sized abstract.
Some returns also contain links to the full text, which will come up
immediately if the user or his/her institution has a subscription to
the journal. Otherwise, information on pay-per-view or subscription

Colorado State University entomology professor Dr. Louis Bjostad
provides this interesting resource of review articles on insect
behavior. Each review article was written by a student as part of a
graduate level course held in Spring 1999; review articles consist of
a three to six paragraph summary of research, followed by a dozen or
more recent references. Titles include "Communal Roosting in Insects"
and "Behavioral Aspects of Biological Control of Spider Mites," among
dozens of others. For those interested in reading summaries of (and
finding references to) recent scientific articles on insect behavior,
this is an excellent starting place. Note that there are two

National Historical Publications and Records Commission, MEP's
mission is to "explore ways of creating [electronic] editions of

use in preparing printed editions" and to make these electronic

"experimental mini-editions" of digitized historical texts:

Announced by US Health and Human Services (HHS) Secretary Donna E.
Shalala on November 18, the day of the Great American Smokeout, this
important new site will allow the public, for the first time, to
conduct searches of key tobacco industry documents "made public by
state lawsuits, congressional subpoenas, and the November 1998 master
settlement agreement." The site is composed of four major sections.
The most relevant of these for general users is the Minnesota Select
Set, a full-text, searchable database with about 350,000 pages of
viewable documents selected by Minnesota lawyers as key to the
state's trial. Second is the searchable citation index, or the 4B
Index. The 4B Index represents approximately 4 million documents,
totalling 27 million pages, that are stored at the Minnesota
Depository. Users may submit requests online or by fax for hard
copies. Some of the cited documents may also be found via the
collection of annotated links to sites that hold tobacco industry
documents, most of which are maintained by the various tobacco
companies and are supposed to mirror the documents in the Minnesota
Tobacco Document Depository, according to the Master Settlement
Agreement. Background and search tips are provided to help users
navigate these sites. The fourth major section is a collection of
approximately 7,000 selected British American Tobacco Company
documents from Guildford, England, which are stored in Minnesota as
part of the Minnesota Select Set and may be viewed online. [MD]

Although the Twentieth World Congress of Philosophy was held in
August 1998, this online archive of contributed papers has continued
to evolve, adding both new papers and sections on an almost weekly
basis. At time of review, the archive contained some 634 papers,

electronic version of the amfAR HIV/AIDS Treatment Directory offers a
number of authoritative drug-related resources for people who are
HIV-positive and their physicians. Resources are located in three
principal sections. The first, Treatments, allows users to search or
browse resources on Anti-HIV Treatments and related conditions and
their treatments by drug name or condition. In Clinical Studies,
users can browse a large collection of clinical trial reports by HIV
Treatment Name or Condition Name. The third section, Information
Resources, offers a glossary, information on blood values, and a list
of drug manufacturers by drug name. Additional resources include
several scholarly papers on current issues in HIV treatment and

3.  OSHA Ergonomics Standard [.pdf, 5.9MB]

On Monday, the US Department of Labor Occupational Safety and Health
Administration (OSHA) released new wide-ranging proposals to protect
about 27 million workers engaged in heavy lifting or repetitive
motion. Business groups immediately voiced their objections to the
proposed standards, which would force them to adopt ergonomics
programs to minimize risks if even a few employees suffered such
injuries. According to OSHA, the proposal would cost about $4.2
billion annually to implement, but would save over $9 billion in
lower compensation claims and fewer lost working days. Business
groups dispute this amount and contend that the proposals will result
in thousands of legal claims and counterclaims. Users can read the

Recently published by the National Cancer Institute (NCI), this
unique resource tracks cancer death rates in over 3,000 counties
through more than four decades. Containing over 250 color-coded maps,
the atlas allows users and researchers to view patterns of cancer
death rates at both the state and county level. For the first time,
separate maps are also available for both white and black
populations. Users can view the complete atlas online in both HTML
and .pdf formats, view maps, download data, and create customizable

3.  The Gateway to Educational Materials (GEM)

Announced on December 9 by US Secretary of Education Richard W.
Riley, the newly redesigned GEM site (originally reviewed in the June
12, 1998 _Scout Report_) is still a one-stop resource for K-12
educational materials. At the site, teachers, parents, and students
can search for lessons, instruction units, and other resources by
topic and grade level from over 140 Websites. Users can also browse
the more than 7,000 items by subject and keyword. Annotated entries

Released on December 13, the first Surgeon General's report on mental
health reveals that nearly half of all Americans who have a severe
mental illness fail to seek treatment. The 500-page publication was
developed by the Substance Abuse and Mental Health Services
Administration (SAMHSA) and the National Institute of Mental Health
(NIMH) under the guidance of the Surgeon General. It notes that

On January 1, the UK Public Record Office (PRO) (last discussed in
the July 30, 1999 _Scout Report_) released UK Government Records from
1969 that had been sealed under the 30 year rule. The PRO site
provides general descriptions of the record series augmented by the
releases, a list of the highlights of this release, a list of Cabinet
Ministers in 1969, and information on accessing the records at the
PRO office in Kew. The highlight of the site, however, is the
collection of images of selected original documents. These are
offered in thumbnails with brief commentary and include such diverse
topics as the deployment of British troops to Northern Ireland,
nuclear deterrence, the Royal Family, President Nixon's visit to
Britain, and government funding of a study on the communications
aspects of fashion changes (dubbed, "the mini-skirt project").
Although this latest release will be noticed mostly by researchers,
anyone with an interest in recent British history will enjoy the
selected full-text documents. [MD]


2.  Research Group in Mathematical Inequalities and Applications

 From Australia's Victoria University of Technology, the Research
Group in Mathematical Inequalities and Applications (RGMIA) is
comprised of academics and researchers from Australia, Asia, Africa,
Europe, and North America. The purpose of the group is to disseminate
results via publication, create an awareness of the theory of
inequalities, and illustrate the applicability of inequalities in the
sciences. Highlights of this site include a preprint series called
the Research Report Collection. Every few months, a new volume is
added online (.dvi, .pdf, .ps) providing registered users with access
to cutting edge research. Another excellent feature is the database
of Papers in Theory of Inequalities  Applications. The database
contains an expansive collection of publications in the field, all of
which are downloadable. Members are invited to send in a list of
publications for inclusion in the database. Membership (which
provides a username and password, and serves as a measure to protect
copyrights) is free via an online form. This is an excellent resource
for those in the field of mathematical inequalities. [KR]


3.  United Nations Interregional Crime  Justice Research Institute (UNICRI)

Established in 1968 to "advance policy and practice in the prevention
and control of juvenile delinquency and adult criminality," UNICRI
has more recently created a Website that offers a number of
criminology resources. The most important of these are two databases,
the World Directory of Criminological Resources and the LMS
Bibliographic Collection. The first contains information on over 470
institutes in 70 countries, and the latter indexes more than 6,000
authors and 300 series. Both are searchable by keyword with several
modifiers. A free weekly Alert Service notifies subscribers of new
and updated entries to the LMS Bibliographic Collection accord

While only users in the University of California network will get the
full benefit of this new searching tool from the California Digital
Library (CDL), public users will still find it quite a helpful
resource. In addition to a number of public databases, Searchlight
also indexes the CDL Website and many of its resources, "including
digitized collections of photographs, manuscripts, and other archival
materials from institutions around the state held in the Online
Archive of California". Two versions are available, one for Sciences
and Engineering, and another for Social Sciences and Humanities.
Keyword searches within each can be further narrowed by several
topics. The search results page organizes returns in six categories:
Books, Journal Indexes, Electronic Journals, Electronic Text and
Documents, Reference Resources, and Web Directories. Each return
includes the number of hits at that page and a link to both the

This annual publication from the World Bank predicts growth patterns
in developing countries. It reports that "recovery from the financial
crisis is 'fragile and uneven,' with some regions recovering much
faster than others." According to this year's report, growth in Asia
will be strong through 2000, as the countries slowly pull themselves
out of recession. The average per capita income of Third World
countries outside of Asia, however, will decline. The full report is
available online, but each chapter must be downloaded separately in
.pdf format. The official press release, summary, and the forward by
Joseph Stiglitz are available in several languages including Chinese,
German, Russian, and English. The main site also provides a slide

On January 20, international negotiators resumed talks in Montreal to
finalize a Biosafety Protocol that "seeks to reduce potential risks
from the transboundary movement of living modified organisms (LMOs)
and address potential threats to biodiversity" from products modified
by genetic engineering. The Protocol is being negotiated under the UN
Convention on Biological Diversity that was adopted at the Rio Earth
Summit in 1992, and upon acceptance, it would regulate trade and
movement of genetically engineered products. At this new site,
provided by the US State Department (an advocate of biotechnology),
users will find a variety of resources related to the Montreal talks
and biosafety. These include the full text of the 1992 Convention on
Biological Diversity (CBD) (also in French in Spanish), updated fact
sheets, a biotechnology glossary and news stories, biosafety links,
summary points on the negotiations, and press releases. [MD]


3.  _Pulling Apart: A State-by-State Analysis of Income Trends_ [.pdf]

A new report released on January 18 from the Economic Policy
Institute and the Center on Budget and Policy Priorities reveals
that, despite the strong economy, income disparities in most states
are significantly larger in the late 1990s than they were in the
1980s. In all but four states, income disparities between high- and
low-income families increased, and in 45 states, "the gap between the
average incomes of middle-income families and of the richest 20
percent of families expanded between the late 1970s and the late
1990s." For the US as a whole, the average income of families in the
top 20 percent was more than ten times that of the poorest 20 percent

SOSIG remains its excellent Internet catalog, which includes

area. Within each section, resources are organized by subcategory and
listed by type. Each section supplies information on its editor and a
link to an extremely useful Subject Guide to conducting online
research in that field. Visitors can find additional, uncataloged
resources, using the Social Science Search Engine, which indexes a
database of over 50,000 Social Science Webpages. SOSIG also helps
users stay current, not only with their constantly updated list of
new additions, but also with a new My Account feature. Integrated

To commemorate the 25th anniversary of the fall of Phnom Penh and
Saigon, this month the Ford Presidential Library released nearly
30,000 pages of newly declassified material concerning the Vietnam
War. Most of the documents "are from the White House offices of
national security advisers Henry Kissinger and Brent Scowcroft or
from the files of National Security Council staff. Included are
President Ford's 'Country Files' for Vietnam, Cambodia, and Laos; a
'Backchannel' collection of especially sensitive messages; and
'Memcons,' transcript-like memoranda of high level conversations." At
the site, users can view a list of topics covered by the recently
opened documents and the Library's core holdings on Vietnam, read a
press release, and of course, view the full text of a number of
selected documents as well as some photos. The majority of documents
are offered as page images, and include Henry Kissinger's cable
informing Saigon of President Ford's decision to evacuate, Helicopter
pilot radio transmissions during the evacuation, Cabinet meeting
minutes, National Security Council meeting minutes, General Fred C.
Weyand's Vietnam Assessment Report of April 4, 1975, and materials
related to the Mayaguez Incident, among others. While this release
will certainly grab the attention of scholars and researchers, almost
anyone interested in the waning days of American involvement in
Vietnam will find multiple items of interest. [MD]

The first of these two new items from the American Association for
the Advancement of Science (AAAS) comes from the Association's
Science and Human Rights Program. The report offers a new approach to
human rights analysis by "contextualizing the claims made by
witnesses with analysis of objective administrative data," namely
statistical records of a particular border post, official records of
refugee movements, and surveys conducted in refugee camps. The report
concludes that the mass movement of refugees in Kosovo in the spring
of 1999 "was most likely the result of a deliberate Yugoslav policy
of 'ethnic cleansing.'" The full text of the report, with several
appendices, is available in HTML format. The AAAS has also placed the
2000 edition of its _Science and Technology Policy Yearbook_ online
in .pdf format. This edition of the _Yearbook_ focuses on
globalization and the knowledge economy. As in the past, most of the

On Wednesday, the National Security Archive released newly
declassified portions of the Taylor Commission Report, the report
from the commission charged by President Kennedy with investigating
the Bay of Pigs incident. The eight documents in this new release add
crucial details to the picture that emerged from prior, more heavily
censored releases of Taylor Commission materials in 1977 and 1986.
This release serves as a useful supplement to the _The Inspector
General's Survey of the Cuban Operation_ (see the February 27, 1998
_Scout Report_), which was declassified in 1998 and scathing in its
critique of the CIA's actions. [DC]


3.  Development Forum: Globalization, Development and Poverty

Beginning on May 1, 2000, the World Bank Institute and the Panos
Institute London are sponsoring a free four-week, online forum
dealing with development issues. Each week, a different topic will be
covered. Week One will focus on "Globalization, Development and
Poverty: what do we know?" The second week's discussion is titled
"Poverty, Basic Needs, and Development." "Modes of Development" will
be the topic for week three. And the last week will focus on "Whose
Development? Globalization, Empowerment and the Poor." Users may
choose to join the mailing list, or they may also visit the

papers to its Profiles in Science Collection. The fourth scientist to
become part of the collection, Axelrod shared the Nobel Prize in 1970

This new site, currently in Beta testing phase, represents a new and
potentially groundbreaking initiative to quickly publish
peer-reviewed biological science and clinical medicine research and
make it freely accessible to scientists and medical researchers at
the National Institutes of Health (NIH) PubMed Central archive (see
the February 25, 2000 _Scout Report_). In addition, the site plans to
develop or maintain relevant databases that researchers have begun,
publish reviews by experts, and develop various tools for
professional communication. In all, BioMed central represents an
excellent opportunity for authors who wish to sidestep the sometimes
interminable delays associated with publishing in print journals but
still wish to see their work appear in a professionally recognized
forum and subjected to peer-review. It also presents an opportunity
for PubMed Central, which at present reposts the full text of
research articles already published in participating life science
journals, allowing the site to serve as a central repository for free
and very recent research in biological science and clinical medicine.
The site offers background information, a review of subject areas in
which it will be accepting submissions, and detailed instructions for

Oklahoma State University Library has recently announced the
digitization of Volume II of Charles J. Kappler's _Indian Affairs:
Laws and Treaties_, originally published in 1903-04. Unlike some
digitization projects, which though valuable and worthwhile have a
limited audience, Kappler's seven-volume set of government documents
is in high demand by various users, such as Native peoples,
researchers, journalists, legislators, and teachers. Before this
project began, however, there were only five usable copies in the
state of Oklahoma. Once the project is finished (Volumes I and III
will be completed by the end of the year), "the complete legal text
of all treaties between the United States Government and sovereign
Indian nations will be available free of charge to anyone with a
computer." This first release contains the full text of 380 treaties

resource for students and aficionados of recent Asian filmmaking. At
the site, visitors will find lists of all films made in China, India,
Japan, Korea, and Taiwan since 1988, including information such as
synopses, filmmakers, cast, length, format, and availability of
prints. Sections for each of the countries will also include a
general introduction with multiple essays and background, detailed
information and video clips for eight to fifteen highlighted films
and directors (most include only one of each at present), a list of
all internationally awarded films since 1988, and links to course
syllabi and other resources for developing educational curriculum on
the respective country's film and culture. The site is available in
English, Chinese, or Korean, with a Japanese version under

This new service is a partnership between LookSmart and the Gale
Group, a publisher of research and reference materials for libraries,
businesses, and information technologists. The site offers free
access to the full-text of articles published in over 350 magazines
and journals dating from 1998. Users can search the database by
keyword and by one of the nine subject categories (Arts 
Entertainment, Computers  Technology, Reference  Education, Sports,
etc.). Search returns include article title, periodical, and short
description, with a link to the full-text, which is conveniently and
quickly displayed at the FindArticles site, though with numerous
advertising banners. Visitors can also view a list of the
publications indexed, alphabetically or by subject. Periodical
listings include a one-sentence description and a link to their
Website. Despite the banners and other commercial content (the bills
must be paid, after all) this site is a very useful reference source,
indexing many leading journals and magazines. [MD]

The National Center for Educational Statistics (NCES) released two
new reports this week. The first, a 138-page report from NCES's
National Assessment of Educational Progress (NAEP), presents
long-term trends in the performance of nine-, thirteen-, and
seventeen-year-olds in reading, mathematics, and science. The NAEP
has administered assessments in these three areas since the early
seventies (1969 for seventeen-year-olds in science), and this report
summarizes the findings, including overall national trends, trends
analyzed by student subgroup (e.g., ethnicity, gender, parents's
level of education), and data on experiences at school and home that
may have an impact on achievement (e.g., classroom equipment,
television watching). Generally speaking, the NAEP reports that math
and science performance declined in the 1970s but increased during
the 1980s and early 1990s, remaining mostly stable since then.
Students made modest gains in reading, and improved most clearly
across the assessment years in mathematics. The second report listed
is part of an ongoing series begun in 1964. The 179-page report
revises projections made in last year's "Projections of Education
Statistics to 2009" (see the August 20, 1999 _Scout Report_), and
includes national data covering the last fourteen years and
projections to the year 2010 for enrollments, teachers, graduates,
and expenditures; and state-level projections for enrollment

Released on October 25 by the UCLA Center for Communication Policy,
this new report challenges the conventional wisdom that the Net
creates social isolation. The 53-page report is the product of "the
first comprehensive study ever conducted of the sweeping changes
produced by the Internet," created to  "explore how computers,
information technology and their users are shaping and changing
society." In contrast to what some journalists and politicians have
claimed, the vast majority of respondents to the study claimed that
online activities such as email, chat rooms, and surfing have made a
positive impact, if a modest one, on their ability to make friends
and communicate with their family. The report itself offers lots of
interesting information for anyone who uses or studies the Net. This
includes the top ten Internet activities, who uses the internet,
views about the Internet, email use, children and the Internet,
online shopping, work and the Internet, and online contact and
friendships. This is a very important study, and, as far as
publications of this type go, not a bad read. [MD]

Released on October 26, this long-awaited report from the UK
government on BSE (Bovine Spongiform Encephalopathy) and CJD
(Creutzfeldt-Jakob Disease) is based on oral and written evidence
from over 600 witnesses including scientists, farmers, private
industry, senior civil servants, local authorities, former ministers
and families of victims of variant CJD. Among its most important
findings are that government ministers repeatedly misled the public
about the dangers of mad cow disease. It also cites poor
communication between government departments and bureaucratic delays
in responding to scientific warnings. As the party leading the
government at the time, the Conservatives, are currently in
opposition, the political fallout of the report may develop over
time, though a number of leading Tories have alread issued public
apologies for their role in the crisis. Users can read the full text

On December 28, the US Census Bureau released its preliminary results
for the 2000 Census. According to the Bureau, "the nation's resident
population on Census Day, April 1, 2000 was 281,421,906, a 13.2
percent rise over the 248,709,873 counted in the 1990 census" -- an
increase that exceeded the Bureau's projections. Visitors to the site
can examine tables and maps showing population data for states,
congressional districts, and US overseas population as well as state
population rankings and percentage change since the 1990 Census. The
site also provides a press release summarizing the data and
background information on congressional apportionment -- the
constitutional cause of the census -- as well as a link to
educational materials for studying the census in schools (see the

that "states need to strike a better balance among academic

will contain over 40 million pages of documents, but even now users

letters of the human genetic code. Two complete sequences were

Presented by the Roper Center at the University of Connecticut and
the Kaiser Family Foundation, this new feature at the Kaiser site is
a searchable archive of public opinion questions on health issues.
The database contains about 40,000 selected questions dating back to
1935, which are drawn from the Roper Center's comprehensive database
of more than 350,000 questions. Users can browse the archive by topic
and subtopic or search by keyword with several modifiers. The number
of results varied substantially in text runs. For instance, selecting
euthanasia from the topics menu returned 344 questions, while a
keyword search for the same word produced only six hits. Returns
include a list of questions that users may select to view, while the
full records contain response categories with marginal frequencies
and full source citations. The main Kaiser Network offers a number of
additional resources, such as daily health news reports, Webcasts of
congressional hearings and conferences, and an online library of

database will offer users free and frequently updated information on
antibiotics and their proper use. This is the first in a planned
series of digital medical specialty handbooks from Johns Hopkins and
is available both on the Web and on PDAs (Personal Digital
Assistants). At present, the guide contains information on over 160
drugs and more than 140 diseases treated by both specialists and
primary care physicians. After free registration, users may search
the database by diagnosis, pathogen, antibiotic type, or by keyword.
Additional features at the site include recent news and feature
articles. Johns Hopkins is to be congratulated for this excellent new

3.  US Trade Internet System

Announced on April 2, this new site from the US Department of
Agriculture's Foreign Agricultural Service (FAS) will allow anyone to
access "the most up-to-date trade data on US exports and imports of
agricultural, fishery, and forestry products." Visitors may search
for a commodity by keyword or code or select from over 20 commodity
groupings of interest. Searches in the latter are easily customized
with numerous options, including year range, country, and specific
commodity, among others. In addition, the data for exports and
imports date back to 1989, allowing users to track specific trade
trends. The most recent data, for February 2001, will be added on

On April 6, two important educational assessment reports were issued,
both based on data collected by the National Assessment of
Educational Progress (NAEP). The first of these focuses on the
reading skills of fourth-graders and finds that the gap between the
highest and lowest performing students has widened over the past
eight years. Users may access the data and report contents in a
number of forms, including an executive summary, highlights report,
fact sheets, charts and tables, and as a Power Point presentation.
The second report, produced by the National Education Goals Panel,
discusses this gap in reading ability, but also finds that math
skills improved slightly in the 1990s. The report analyzes NAEP state
data to identity state trends in performance and changes among
students in the top and bottom quartiles. For a limited time, users

3.  TRAC IRS Update

TRAC, a nonpartisan "data gathering, data research and data
distribution organization" located at Syracuse University (last
reviewed in the {April 21, 2000 _Scout

has once again updated its widely respected IRS Website. The
important new findings featured at the site, which received some
notice in the national press, focus on the deterioration of IRS
enforcement activities. As the site notes, "key computer matching
programs are down, audits have dropped, collection activities are
down, criminal and civil enforcement is way down. However, depending
upon where you live, odds differ." Users can delve deeper than the
headlines at the site, where they will find numerous graphs, maps,
and tables which illustrate these key findings, analyze national
trends over time, and provide figures and rankings for specific IRS
administrative districts. The site also includes several short essays

However, occasionally over the last 5+ years we have overridden that promise in order to send you an important announcement or to make a special request such as the survey we sent you in 1996.

This is such a special request. It concerns the future publication of the four scout reports currently published by tbe Internet Scout Project: the general Scout Report, published every Friday, and the three subject-specific scout reports, published biweekly: The Scout Report for Science  Engineering, the Scout Report for Social Sciences, and the Scout Report for Business  Economics.

The reports have always been "free to the end user" because the National Science Foundation has funded their production and distribution under a series of grants from the division of Advanced Networking Infrastructure and Research (ANIR). However, that funding will end after the current funding cycle runs its course in the Spring of 2000 and will not be renewed because the reports have proven their effectiveness so well that they can no longer be considered "research." Therefore, we are working hard to secure new funding so that we can continue to produce and distribute the reports for your use.

We are concentrating our efforts on both government and philanthropic sources. We are confident we will find the right funding source, but your brief input on any or all of the three points below will make our job easier and help us to meet our goal faster.

We are asking for your help, as our valued readers, in three ways:

1.  Please let us know how you use the reports and why you find them useful. Tell us why you think the reports should continue to be funded. While we can list many reasons why the reports should continue, we are sure that you know even better than we do, and we'd like to hear it "in your own words." This is critical information for us and for our potential funding sources.

2.  We would like to hear any ideas you may have regarding potential sources that may be open to proposals for funding of publications such as the scout reports. We have several proposals already submitted or in production, but any further ideas you have would be very helpful.

3.  Tell us what you think we should be doing in the future.  What would you find most helpful in the way of improvements to or expansion of the scout reports? What kinds of "resource discovery" services would make a real difference to you?

Our sincere thanks go out to all of you who have offered encouragement and feedback over the years. It is our plan that the scout reports will continue to be funded and will be published for your benefit well into the future.

An Open Letter to Our Readers
February 2, 2001


We'd like to update all our loyal readers concerning the future of
the Scout Reports and their funding. In the Spring of this year, the
National Science Foundation was able to provide additional funding
that has supported the four Scout Reports for another year. That
funding will end on April 30, 2001.

Although this funding gave us some breathing room as we searched for
long-term support, other circumstances made it a difficult year. Our
Executive Director, Susan Calcari, has been fighting an ongoing
battle with cancer for the past two years. This has drastically
limited her energy and ability to initiate a new funding drive for
the Scout Reports. Fortunately, her health is improving, and she is
now able to work with potential sponsors to ensure the ongoing
publication of the reports. In addition, an important staffing change
was made early this Fall when we brought on as the new Director of
the Internet Scout Project. Rachael is now managing all the current
projects at Scout, leaving Susan free to step into the new role of
Executive Director, where she can tackle long-term strategy and
funding issues on a full-time basis. As a result of these staffing
changes and Susan's improved health, we are now initiating a new
campaign to find corporate or foundation sponsorship for the Scout
Reports.

Many of you contacted us last year with funding suggestions and
ideas, and your support and interest were very much appreciated. If
any of you are still interested in discussing ideas for ensuring the
future of the reports, please let us know at your earliest

funding for the Reports by April 30, 2001 in order for the
publication of the reports to continue uninterrupted.

Foundation, the Internet Scout Project has made improvements to the Scout
Report Archives' browsing and search features. Response time is now
significantly faster, and you can construct more focused searches with
greater precision in the results.

The Scout Report Archives is a searchable and browseable database which
indexes over seven years' worth of resources from the Scout Report and
subject-specific Scout Reports. It contains more than 11,000 critical
annotations of carefully selected Internet sites and mailing lists.


2.  The End of the Subject-specific Scout Reports
The Internet Scout Project is sad to announce that, due to a lack of
funding, this week marked the last issue of the _Scout Report for Social
Sciences  Humanities_ and the _Scout Report for Business  Economics_. The
last issue of the _Scout Report for Science  Engineering_ will be June 20.
We have, however, no immediate plans to cease publishing our flagship

The National Institutes of Health (NIH) has recently released the Human
Embryonic Stem Cell Registry in response to the President's announcement on
August 9, 2001 to allow federal funds for stem cell research. The site lists
the eleven laboratories or companies that meet the specific criteria for
approved stem cell lines and explains the criteria themselves. The NIH gives
the number of actual lines for each entity, the NIC and providers code for
each, as well as contact information. The Website also provides links to
those seeking additional information about NIH stem cell information, grants
and funding opportunities, technology transfer issues, and further facts
about the NIH. Researchers may also be interested to know that the journal
_Stem Cells_ is offering full content for free during a trial period that
has been extended until further notice (for at least three months). The
forthcoming issue leads off with an editorial devoted to the new registry,

2.  Internet Guide to Engineering, Mathematics, and Computing

Seasoned Internauts in engineering fields will recognize this site as the
formerly titled Edinburgh Engineering Virtual Library (EEVL, see the
September 20, 2001 _Scout Report_). EEVL (which will retain its acronym) has
expanded its offerings and now brings users resources in mathematics and
computing as well. The site should feel familiar to users of the old EEVL
database, but along with the widened scope of materials, EEVL has undergone
a redesign offering some new features. Users can search a catalog of more
than 7,000 resources as well as search the full text of sites included in
the catalog. Each of EEVL's three sections -- Engineering, Mathematics, and
Computing -- is searchable and browseable, and the EEVL Catalogue page
offers a more advanced search with a large number of limits, including

system and exhibitions including Crystals of China and Collaborating
through the Cold War. They display labeled diagrams of equipment,
specifications, and historical facts. Because the online CERN Document
Server is set to provide thorough information about documents in its
database, users can find the top ten keywords for each poster, get detailed

into the history of CERN research and outreach and make nice office

2.  Parallel History Project on the Warsaw Pact [.pdf]

The Parallel History Project (PHP) began in 1999 in response to the
increasing declassification of documents related to the Warsaw Pact. The
project collects and analyzes these documents, and users will find a
regularly updated collection (.pdf) on the site. The Project's latest
findings include documents from Hungarian archives that detail command
exercises (which resemble actual war plans) describing the destruction of
European cities including Vienna, Munich, and Verona. Visitors can read the
documents (which are available in an English translation) and commentary
from PHP members and a wealth of other items related to NATO and the Warsaw

A collaborative venture of more than a half dozen international libraries,
MENALIB is coordinated by the University and State Library Saxony-Anhalt,

areas of Middle Eastern and Islamic studies, a current contents service for

The British governments Commission for Racial Equality (CRE) reports that a
sharp division between whites and ethnic minorities in Britain has formed,
with the two groups leading separate lives with no social or cultural
contact and no sense of belonging to the same nation. These new reports come
from a government-commissioned inquiry in response to the race riots that
rocked northern England this summer. The first report, _Building Cohesive
Communities: A Report of the Ministerial Group on Public Order and Community
Cohesion_, aims to identify the underlying causes which made these areas
prone to the violence and suggest ways to prevent further disturbances while
building more cohesive communities. Some of the causes cited are as follows:
lack of a strong civic identity or shared social values; economic,
geographical, racial and cultural fragmentation of communities (on a scale
which amounts to segregation); inter-generational tensions; inadequate
provision of youth facilities and services; high levels of unemployment;
weaknesses of police response to racial incidents; and irresponsible
coverage of race stories by sections of the local media.
The second report, _A Report of the Independent Review Team Chaired by Ted
Cantle_, details the investigative methods and findings of the review led by
Cantle, who is Associate Director of the Improvement and Development Agency
(IdeA) for Local Government. The review team sought the views of local
residents and community leaders in the affected towns and in other parts of
England on the issues which need to be addressed. Through a survey,
interviews and group meetings, participants provided input on how best to
mend the social breakdown. [HCS]

Reason for mild optimism, the Centers for Disease Control and Prevention
report Recent Trends in Mortality Rates for Four Major Cancers, by Sex and
Race/Ethnicity -- United States, 1990-1998 does give one cause for hope in
the ongoing fight against cancer.  Tracking four major cancers by
racial/ethnic type and gender, the report reveals that cancer mortality has
declined slightly overall across the general population of the United
States.  Alarming, however, is the striking statistical disparity between
cancer rates for white and African Americans.  For, while white Americans
outnumber African Americans by a ratio of 5 to 1, government tracking
reveals that the latter group consistently suffers the highest death rates
for the four most prevalent forms (lung, colorectal, prostate and breast) of
cancer. Particularly troubling are the tables indicating that African
American women are more than twice as likely to succumb to breast cancer as
white women, and that the same is true for the same racial groups regarding
the occurrence of prostate cancer. [WH]

The Department of Health and Human Service's report, Trends in Racial and
Ethnic-Specific Rates for the Health Status Indicators: United States, 1990-
1998  traces the success of the US government's Healthy People 2000, a
program intended to target and improve the health care needs of specific
racial and ethnic groups in the United States over the course of the 1990's.
Tracking performance by racial group in 17 categories, including cancer,
poverty, suicide, infant mortality, and murder rates, the report reveals
statistical improvement for almost every racial and ethnic group, save for
American Indians and Native Alaskans, whose needs clearly remain unmet.
Despite overall improvement in many areas, however, the authors of the
report note that relatively little progress was made toward the goal

Recently published by the Economic Research Service (ERS) of the US
Department of Agriculture, this report focuses on the migration of African
Americans between the nonmetropolitan South and the rest of the Nation,
along with education and poverty trends from 1965-1970 through 1990-1995.
According to the report, since 1970, there has been a reversal of the
lasting trend of Black migration loss from the South. Black migration to
Northern or Western states has dramatically declined, while a simultaneous
increase in the rate of movement of southern metro African Americans into
the nonmetro South has occurred, particularly during the 1990's. Created by

Presented by the Indiana University Library Program and the Calumet Regional
Archives, the US Steel Gary Works Photograph Collection provides access to
more than 2,200 digital images documenting the creation of the world's
largest steel mill during the height of America's industrial revolution.
While the tour takes Internet users through the building of the U.S. Steel
Gary Works, it also depicts the life of the city during this period.  Not
only is this site a valuable resource for scholars and historians of
American history and the Industrial Revolution, it also meets the needs of
school teachers and students.  The site includes a teacher's guide equipped
with lesson plans, learning objectives, and online activities for classroom
use for fourth grade, middle school, and high school teachers.  In addition,
viewers can either perform a basic, advanced, or ID search, or browse this

A carefully weighted, well-conceived document, the World Bank’s World
Development Report 2002 (last mentioned in the October 5, 2000 _Scout
Report_) discusses the viable options available to developing nations
attempting to open their markets to the world and thereby better the
circumstances of their peoples.  Honestly recognizing that free market
economies are not one-size-fits-all, the report encourages policy builders
and analysts to carefully consider the specific circumstances and histories
of their countries as they add to infrastructure.  A primary focus of the
report is on individual institutions and their positive potential in serving
in a nationwide system of checks and balances, ones which can greatly extend
the interests of the people.  Here, the reports insists, policy makers must
look to establish institutions and organizations that are right for given
populations at a given place and time.  Ultimately, therefore, the report
calls on those responsible for true nation building to look to the welfare
of their own people, especially as they seek to move their nations into an
increasingly voracious global market. [WH]

In addition to its Wayback Machine (last mentioned in the November 2, 2001
_Scout Report_, the Internet Archive offers the Internet Moving Images
Archive, an extensive collection of digitized films from the Prelinger
Archives. Not Hollywood movies, these films should provide researchers and
scholars unique insight into certain aspects of 20th-century culture,
industry, and institutions. Being able to select from titles like Care of
Hair and Nails (1951), The Kingdom of Plastics (1955), and This is Coffee
(1961), other users should easily find something interesting in the 956-film
archive. Each film tends to have multiple file formats; RealPlayer, MPEG-2,

Institute, this report explores the inadequacies of the state government's
review process of long-term care insurance premiums, and offers
recommendations to remedy these problems. Authors Steven Lutzky, Lisa Maria
B. Alecxih, and Ryan Foreman of the Lewin Group suggest that states require
premium reviews by an actuary with training in long-term care insurance,
review the process used to set the premiums, and offer consumers comparative
rate guides as well as information regarding insurance companies' rate

The most recent offering from the Digital Library Federation (DLF), this
report (99 pages) covers the best management and design strategies for
digital library services. Authored by Denise Troll Covey, Associate
Librarian, Carnegie Mellon University, the report offers a survey of the
methods that are being deployed at leading digital libraries to assess the
use and usability of their online collections and services. Through
interviews, Ms. Covey gathered the collective knowledge and experiences
across several DLF member institutions. She relates these collective
experiences and provides readers with a solid understanding of the practical
application of information gathering strategies (surveys, focus groups, user
protocols, transaction log analysis, etc.). Each methodology is fully
explained and the difficulties and drawbacks described. In addition to a
useful bibliography, Covey also includes a review of traditional library
input/output measures for comparison. This report is a must read for anyone
involved in the development of digital services and collections. While
you're at the DLF site, take a moment to review other DLF reports. All are

The National Institute of Corrections (NIC) funded projects to assist ten
states with the revalidation of their external objective classification
systems that determine which facility an inmate should be housed. The ten
participating states included Delaware, Montana, Oklahoma, Oregon, Rhode
Island, Tennessee, Texas, Virginia, Wisconsin, and Wyoming. Written by
Patricia L. Hardyman, James Austin, and Owan C. Tulloch, this 146-page
report reveals the work undertaken by the participating states, provides an
overall outline of the essential tasks required for revalidation, and
summarizes external classification trends along with the lessons learned
from these reforms. The report also includes copies of classification
instruments and statistical tables to describe options for other states

While promotional, the Factiva 2002 White Paper, entitled Free, Fee-Based
and Value-Added Information Services, raises some issues worth considering
by anyone relying on Web information.  Primarily aimed at those working in
knowledge-based enterprises, the report argues that, while the majority of
knowledge professionals believe they can find everything they need online,
most are inefficient at doing so, wasting much of their time wading through
all of the hits that a random search generally yields. It is this
imprecision and basic inefficiency (in the free Web world) that leads
Factiva to maintain that information professionals would do better to rely
on value-added services such as those they provide, services tailored to
granting access to a broad spectrum of authoritative, proprietary, and
professionally-maintained resources. Rightly, the Factiva report points to
two critical problems or needs confronting all information professionals
and, beyond them, everyone else seeking reliable factual content on the Web:
