Actually httrack is by default not evil to servers - and there are plenty of options there to make it wait x seconds between pages, limit the transfer rate, etc. We've used it to copy a fair few websites and it hasn't hurt anyone. Everything else related to offline wikis lives here:

We're about to go to Samoa with two school servers for two schools which have no internet access. We would like, both for our own reference, and for after we leave, to have a copy of the olpc wiki on the school server. I don't find any mention of this on the olpc wiki. It seems like the least

There are a few plugins that deal with exporting MediaWiki... However if you don't have access to it you can use httrack to mirror it for offline usage - have been using this in Afghanistan for a while and it works very nicely. You can also check out webdump as a remote httrack controller - you
