purging gstreamer-vaapi doesn't seem to have any (positive or negative) effects on my system or shotwell. Can you run /usr/local/libexec/shotwell/shotwell-video-thumbnailer /path/to/video > thumbnail.png --gst-debug *:2 ? (Or whereever that executable is)
